<p>J'ai un peu délaissé le blog, pour cause de beaucoup de travail, mais aussi parce que je préparais un dossier pour mon autre blog, consacré aux <a href="http://bit.ly/1JRqeNK" target="_blank"><strong>mines d'or en Argentine</strong></a>. </p><p>Très épineux et intéressant sujet ! L'Argentine regorge de ressources naturelles, sur lesquelles des <strong>multinationales de l'industrie minière</strong> ont depuis longtemps fait main basse. La Cordillère des Andes recèle de richesses fabuleuses en <strong style="mso-bidi-font-weight: normal;">ressources naturelles : or, argent (ah Potosi !), cuivre</strong>… Les montagnes ici sont dignes du « Diamant gros comme le Ritz » de Fitzgerald. Depuis déjà longtemps, ces ressources ont attiré les convoitises de très <strong style="mso-bidi-font-weight: normal;">nombreux investisseurs, presque toujours étrangers</strong>. Il suffit de rappeler l’exploitation intensive du </span><a href="http://www.memoriachilena.cl/602/w3-article-3632.html"><span style="mso-ansi-language: FR;" lang="FR">cuivre chilien</span></a><span style="mso-ansi-language: FR;" lang="FR"> par les entreprises Braden Copper Company ou encore Andes Copper Mining <strong style="mso-bidi-font-weight: normal;">au tournant du XXe siècle</strong>.</span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Si des auteurs, tels qu’Eduardo Galeano, ont dénoncé dès les années 70 ce qu’on peut appeler un véritable <strong style="mso-bidi-font-weight: normal;">« pillage » des ressources naturelles andines par les pays riches</strong>, ceux-ci seraient sans doute dépités de voir que la situation actuelle n’a pas changé d’un iota. <strong style="mso-bidi-font-weight: normal;">De Famatina à Rodeo</strong>, nous vous emmenons sur des routes où l<strong style="mso-bidi-font-weight: normal;">’or</strong> finit par devenir la véritable <strong style="mso-bidi-font-weight: normal;">malédiction des territoires et populations</strong>.</span></p><p style="text-align: center;"><img id="media-503<h2 class="MsoNormal"><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">La Cordillère des Andes… une vraie pépite</span></strong></h2><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">La formation géologique de la Cordillère en a fait un véritable El Dorado pour les entreprises minières. La roche-même des montagnes se compose de très nombreux minerais précieux. Outre l’or et l’argent, on trouve aussi de l’étain, du plomb, du lithium… </span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">En Argentine, la décennie 1990 a représenté un véritable tournant pour l’industrie minière. L’arrivée à la présidence de Carlos Menem a conduit à une ouverture sans limites du pays aux capitaux étrangers : les <strong style="mso-bidi-font-weight: normal;">privatisations et appels aux investissements extérieurs</strong> se sont notamment concrétisés par le développement de <strong style="mso-bidi-font-weight: normal;">méga-projets miniers</strong>. La </span><a href="http://es.wikipedia.org/wiki/Veladero_%28mina%29"><span style="mso-ansi-language: FR;" lang="FR">mine de Veladero</span></a><span style="mso-ansi-language: FR;" lang="FR"> qui appartient au géant canadien Barrick Gold compte parmi les plus grandes mines d’or du monde (en savoir plus sur </span><a href="http://mineria.sanjuan.gov.ar/recursos/met_preciosos/veladero.php"><span style="mso-ansi-language: FR;" lang="FR">Veladero</span></a><span style="mso-ansi-language: FR;" lang="FR">). Autre méga-mine de la région : <strong style="mso-bidi-font-weight: normal;">Pascua-Lama</strong>, à cheval, entre le Chili et l’Argentine et également propriété de Barrick Gold. On considère que cette mine située en haute altitude en plein cœur de la cordillère est l’un des plus grands gisements d’or du monde. Les travaux de création de la mine ont commencé en 2009.<br /><br /></span></p><h2 class="MsoNormal"><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">Pépite ? Si on parlait plutôt de malédiction ?</span></strong></h2><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Les économistes du développement parlent souvent de « malédiction des matières premières ». Généralement cette expression désigne le fait qu’une ressource naturelle (minerais, pétrole, bois, ou encore produits de l’agriculture : soja, maïs, café, coton, etc.) dominante et recherchée conduit les pays en développement à <strong style="mso-bidi-font-weight: normal;">ne pas diversifier leur économie</strong>.</span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Mais si nous parlons ici de malédiction de l’or, c’est dans un autre sens : en soi, le fait qu’un sol ou sous-sol soit riche devrait naturellement entraîner le développement d’un territoire. <strong style="mso-bidi-font-weight: normal;">Plus de travail, plus de ressources financières</strong> (à la fois aux niveaux local et national), et <em style="mso-bidi-font-style: normal;">in fine</em>, un <strong style="mso-bidi-font-weight: normal;">vrai développement</strong> (plus d’infrastructures, meilleure éducation, etc.). Visible depuis la route du parc de Talampaya, tout comme depuis la Laguna Brava, le Famatina (du nom de la sierra qu’il domine) dresse sa <strong style="mso-bidi-font-weight: normal;">superbe silhouette au milieu de paysages de plaines de la pré-Cordillère</strong>. Cet éblouissant sommet qui culmine à plus de 6000 mètres est depuis 2012 le lieu de batailles incessantes entre industrie minière, soutenue par le gouvernement kirchnériste provincial, et les populations locales.</span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Barrick Gold (décidément partout…) a été présente sur le site jusqu’en 2006, jusqu’à en être « chassé » par la population. C’est ensuite à une autre firme canadienne, Osisko Mining Corporation, que le gouvernement local a confié l’exploitation du Famatina. Mais <strong style="mso-bidi-font-weight: normal;">en 2012, suite à de très </strong></span><a href="http://www.clarin.com/politica/Fuerte-protesta-mina-oro-Famatina_0_635336523.html"><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">fermes protestations</span></strong></a><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">, l’entreprise a dû faire marche arrière</span></strong><span style="mso-ansi-language: FR;" lang="FR">. Les populations locales soutenues par les ONG environnementales ont refusé en bloc la réouverture de la mine. Elles se sont notamment appuyées sur le <strong style="mso-bidi-font-weight: normal;">précédent de Catamarca</strong> pour justifier leur refus. Dans cette autre province argentine de la Cordillère, la mine de l’Alumbrera non seulement n’a créé que très peu de travail local, mais a eu des <strong style="mso-bidi-font-weight: normal;">conséquences dévastatrices sur l’environnement :</strong><br /></span></p><ul><li><span style="mso-ansi-language: FR;" lang="FR">Pour extraire l’or, les entreprises utilisent le <strong style="mso-bidi-font-weight: normal;">cyanure </strong>qui <strong style="mso-bidi-font-weight: normal;">part ensuite directement dans les eaux de la région. </strong></span><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">L’eau potable est ainsi durablement contaminée. </span></strong><span style="mso-ansi-language: FR;" lang="FR">On estime que dans le monde, les mines d’or consomment chaque année <a href="http://www.spiegel.de/international/world/the-perils-of-gold-mining-a-wedding-ring-produces-20-tons-of-waste-a-542561.html">182 000 tonnes de cyanure</a><strong style="mso-bidi-font-weight: normal;">. </strong></span></li></ul><ul><li><span style="mso-ansi-language: FR;" lang="FR">La <strong style="mso-bidi-font-weight: normal;">quantité d’eau nécessaire aux mines est considérable</strong>, alors même que ces régions sont extrêmement sèches. Au total dans le monde, <a href="http://www.coindesk.com/microscope-true-costs-gold-production/">810 milliards de litres d’eau</a> seraient consommés chaque année par les mines d’or. On serait tenté de répondre un oui systématique.</span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Si la victoire des opposants de la mine à Famatina en 2012 semblait avoir marqué un changement crucial dans la politique minière, c’était sans compter sur les<strong style="mso-bidi-font-weight: normal;"> revirements toujours favorables aux grandes multinationales</strong>… Aujourd’hui, le </span><a href="http://agencia.farco.org.ar/noticias/en-famatina-no-hay-licencia-social-para-la-megamineria/"><span style="mso-ansi-language: FR;" lang="FR">Famatina est de nouveau menacé</span></a><span style="mso-ansi-language: FR;" lang="FR"> (cette fois par une entreprise argentine), alors les populations locales se remobilisent. En figure de proue, le curé du village de Famatina, <strong style="mso-bidi-font-weight: normal;">Omar Quinteros</strong>, qui racontait récemment être </span><a href="http://www.laprensa.com.ar/433292-El-cura-parroco-de-Famatina-advirtio-que-su-vida-corre-riesgo-desde-hace-anos-.note.aspx"><span style="mso-ansi-language: FR;" lang="FR">l’objet de harcèlement permanent</span></a><span style="mso-ansi-language: FR;" lang="FR">, allant jusqu’à la menace de mort. Sa </span><a href="http://www.lagaceta.com.ar/nota/623185/sociedad/papa-recibira-al-cura-famatina-lider-lucha-contra-megamineria.html"><span style="mso-ansi-language: FR;" lang="FR">rencontre récente avec le pape</span></a><span style="mso-ansi-language: FR;" lang="FR"> lui apportera-t-elle un soutien de poids ? L’avenir le dira.</span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR"><span style="mso-tab-count: 1;"> </span></span></p><h2 class="MsoNormal"><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">C’est parti pour le Rodeo…</span></strong></h2><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Rodeo est une localité de San Juan (au sud de la Rioja) située sur l’extraordinaire route 150. Des <strong style="mso-bidi-font-weight: normal;">paysages hallucinants de désolation et beauté mêlées</strong> jusqu’à l’arrivée au lac de barrage Cuesta del Viento, aux eaux bleu turquoise.</span></p><p style="text-align: center;"><img id="media-5031958" style="margin: 0.7em 0;" title="" src="http://chroniquesdebuenosaires.hautetfort.com/media/02/00/4221749913.JPG" alt="672.JPG" /></p><p class="MsoNormal"> </p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">C’est en discutant avec la population qu’on se dit qu’ici quelque chose ne tourne pas rond. Cette <strong style="mso-bidi-font-weight: normal;">oasis où fleurissent des cabanes très chic</strong> a développé son activité touristique grâce au lac où des conditions exceptionnelles sont réunies pour la pratique de la planche à voile et du kite surf. Pourtant début avril, alors que la saison haute venait de terminer et que le soleil brillait encore à 100%, les touristes étaient fort rares. </span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Nous avons demandé à l’une des structures touristiques situées aux abords du lac si cette faible fréquentation était normale. Notre interlocuteur nous a juste répondu : « <strong style="mso-bidi-font-weight: normal;">C’est la politique</strong>. Le <strong style="mso-bidi-font-weight: normal;">gouvernement de San Juan</strong> n’a aucun intérêt à ce que le tourisme se développe trop à Rodeo. Les <strong style="mso-bidi-font-weight: normal;">enjeux miniers sont trop importants</strong>. Mieux vaut tenir éloignés des flux massifs de visiteurs. » Hummm… notre interlocuteur nous raconta ainsi qu’en novembre dernier, les vannes du barrage avaient été ouvertes provoquant une baisse du niveau de lac de près de 5 mètres (!), rendant très difficile son accès à tous les fanatiques de sports de glisse. Selon lui, il s’agissait là précisément d’une <strong style="mso-bidi-font-weight: normal;">mesure pour ralentir le tourisme à Cuesta del Viento</strong>. Par ailleurs, notre interlocuteur nous a signalé que les fleuves alimentant le lac de barrage étaient de plus en plus à sec, ce qui selon lui était à mettre sur le compte de l’activité minière de la région.</span></p><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Et le bénéfice économique des mines pour San Juan lui demande-t-on ? « Il est nul. <strong style="mso-bidi-font-weight: normal;">À peine quelques emplois qui se courent après</strong>** ; et sinon rien. Aucune amélioration d’infrastructures, rien. Par contre, les élites politiques locales se retrouvent toutes équipées du dernier pick-up à la mode… et ce n’est que la face visible de l’iceberg « coima » (corruption) » nous dit-il. Il ne faut pas oublier que Rodeo est <strong style="mso-bidi-font-weight: normal;">sur la route de Veladero et Pascua Lama</strong>, dont nous parlions plus tôt.</span></p><p class="MsoNormal"><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR"> </span></strong></p><h2 class="MsoNormal"><strong style="mso-bidi-font-weight: normal;"><span style="mso-ansi-language: FR;" lang="FR">Pascua Lama : une mine d’or extrêmement controversée</span></strong></h2><p class="MsoNormal"><span style="mso-ansi-language: FR;" lang="FR">Le projet Pascua Lama est celui d’une méga-mine située à cheval sur le Chili et l’Argentine.
