Dans leurs écrits, ils annoncent l’avènement triomphal, en Amérique et dans le monde, de la loi du plus fort. Dans les travaux de Robert Kagan et de Charles Krauthammer, on découvre qu’une euphorie américano-centrée s’affirme tout de go, spéculant sur les retombées du 11 septembre 2001. Le néo-darwinisme en politique internationale est le frère cadet du néo-darwinisme économico-social, déjà bien présent sur la scène internationale. Ses prophètes? Les intellectuels qui, par leurs écrits, donnent du poids et une dignité théorique à la “brutalité de la praxis”, suggérée par le néo-conservatisme américain actuel. Ce sont des intellectuels de “droite” quand ils le veulent, ou qui ne se posent pas d’emblée comme tels s’ils veulent être plus insidieux. Ils écrivent généralement dans les colonnes du Washington Post. Ces historiens, essayistes et journalistes annoncent l’avènement triomphal, en Amérique et dans le monde, de la loi du plus fort, de celui qui s’adapte au mieux aux lois de la survie. Cette idéologie constitue un virage à 180 degrés par rapport à leurs homologues d’il y a une quinzaine d’années qui débattaient d’un possible déclin de l’Amérique.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>L’une des coryphées du néo-darwinisme est sans conteste possible Robert Kagan, dont l’ouvrage emblématique le plus récent en langue italienne est Paradiso e potere, America e Europa nel nuovo ordine mondiale (ce livre a été édité chez Mondadori en Italie). Cet essai, désormais célèbre, est en réalité un opuscule assez banal et insignifiant, écrit rapidement, sur base d’un article, préalablement paru dans la revue «Policy Review», qui a été beaucoup lu et commenté. Le bagage documentaire de cet opuscule est ridicule, est une compilation de références bibliographiques quasi nulle, de notes prises sur d’autres notes, de comptes-rendus de colloque ou de conférence. Malgré ces lacunes, cet ouvrage fort mince est devenu le plus bel exemple, et même le manifeste, de cette euphorie américano-centrée rampante et néo-darwinienne, qui, depuis l’effrittement de l’épouvantail soviétique, a pris graduellement mais inexorablement la tête de beaucoup d’Américains.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #0000ff;"><strong>Une vieille Europe émasculée, jalouse de la puissante Amérique</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>La “théorie” de Kagan est simple, simpliste même. L’Europe est vieille et émasculée, à cause des bains de sang des deux guerres mondiales, mais elle se montre envieuse, jalouse, de la puissante Amérique; son seul désir est dorénavant d’en castrer la puissance militaire, en lui imposant en sous main sa culture morbide et pacifiste de la diplomatie et des négociations : cette culture, l’Europa l’a héritée de l’idéal kantien de la paix perpétuelle —mais notre auteur ne cesse de répéter cette affirmation sans jamais citer directement un seul ouvrage de Kant ou de Hobbes), tandis que Hobbes constituerait la source de la culture belliqueuse et virile de l’Amérique. Par conséquent, l’unique voie à suivre pour l’Amérique est de balancer aux orties cette politique sous-jacente de pacifisme que cultive l’Europe, un pacifisme qu’ils jugent délétère; en conclusion, les Etats-Unis souhaitent continuer à asséner les coups de massue, qu’ils distribuent à qui mieux mieux, parce qu’ils sont les plus forts, prétend Kagan sans jamais imaginer, ne fût-ce qu’un seul instant, que le refus européen de ce qu’il appelle le “monde hobbesien” pourrait être un choix de civilisation, une hypothèse sur l’évolution des rapports futurs entre les nations.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>Il se sent toutefois obligé de rassurer ses lecteurs et de leur dire que les raisons de l’Amérique ne sont pas aveugles et égoïstes mais visent également le bien de l’Europe et du reste du monde, dans la mesure où le monde entier aussi veut “faire avancer les principes de la civilisation et de l’ordre mondial libéral”. Selon Kagan et ses amis, donc, l’Amérique s’auto-investit d’une fonction, celle d’être l’unique interprète et l’unique garante du progrès, de la justice planétaire et de la paix. L’Amérique rêve donc d’un Etat (mondial) parfait, de devenir la puissance patronesse du monde, et sa tutrice, comme l’avait annoncé en son temps un Reinhold Niebuhr, nous rappelle Kagan (“la responsabilité de l’Amérique, c’est de résoudre les problèmes du monde”). Ou encore Benjamin Franklin : “La cause de l’Amérique est la cause de l’humanité tout entière”. Effectuons un saut en arrière et revenons à la Russie des années 20 du 20ième siècle et rappelons-nous la figure du grand “Bienfaiteur”, le chef absolu du vaste Etat planétaire, sinistre et mielleux, qui, dans le roman de Zamiatine, Nous, explique, sur un ton paternaliste, que le devoir de son Etat parfait, est de “faire courber l’échine des êtres ignorants qui peuplent les autres planètes pour que s’exerce le jeu bénéfique de la raison”. Et “s’ils ne comprennent pas que nous leur apportons un bonheur mathématiquement exact”, alors “nous les obligerons à être heureux”.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #0000ff;"><strong>Ne pas observer les règles du droit international, pratiquer la guerre préventive</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>Dans un long article paru dans le numéro 70 de «The National Interest», le journaliste du Washington Post, Prix Pulitzer, Charles Krauthammer, après avoir rappellé que, déjà dans la lointaine année 1990, à rebours des prévisions sur le déclin des Etats-Unis, il avait préconisé, pour l’avenir, une unipolarité américaine, et relevé, avec orgeuil, que “le budget militaire américain dépassait ceux, additionnés, des vingt pays suivants”, et qu’il n’y avait donc aucun signe réellement tangible de déclin; en plus de cette supériorité militaire, l’Amérique, ajoutait-il, détenait la primauté économique, technologique, linguistique et culturelle. Son triomphalisme, fruit d’une faculté typiquement américaine de transformer toute défaite en un contre-récit optimiste (c’est là une faculté que nous appelerons l’ “élaboration euphorique du deuil”), repose sur une tragédie, en apparence peu “triomphale”, celle du 11 septembre; il transforme, avec la magie d’un alchimiste, le coup le plus grave jamais porté sur le sol américain, en un mythe sur l’invulnérabilité de l’Amérique. Il observe avec cynisme : “S’il n’y avait pas eu le 11 septembre, le géant serait resté endormi [...] Grâce au fait qu’il ait pu démontrer ses capacités de récupérer [...] Le sens de l’invulnérabilité a acquis, au sein de la population, une dimension nouvelle”. Toujours à la suite des événements fatidiques du 11 septembre, Krauthammer se donne un alibi pour légitimer moralement la nouvelle politique américaine, celle de ne pas observer les règles du droit international et de pratiquer la guerre préventive : “Le 11 septembre a servi de catalyseur et a fait émerger la conscience [...] que la première mission des Etats-Unis est de se prémunir contre de telles armes”.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>Après avoir pointé du doigt la “sinistre” politique des Lilliputiens européens, qui consiste à immobiliser le Gulliver américain “à l’aide d’une myriade de ficelles qui réduisent sa puissance”, Krauthammer conclut : au fond, dit-il, les Etats-Unis, en poursuivant leurs propres intérêts, poursuivent aussi ceux des Européens ingrats, surtout quand il s’agit d’apporter la paix au monde.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #0000ff;"><strong>L’histoire militaire occidentale selon Hanson</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>Dans un livre substantiel et bien documenté, intitulé Carnage and Culture, le célèbre historien militaire Victor Davis Hanson effectue un travail d’anamnèse historique en profondeur et part, dans sa démonstration, de la Bataille de Salamine. Son livre est sérieux, très scientifique, mais, face au petit opuscule de Kagan et aux essais de Krauthammer, il constitue une arme bien plus insidieuse et effilée dans le dispositif néo-darwiniste. Hanson analyse toutes les batailles qui ont fait date, comme Salamine (480 av.J.C.), Gaugamèle (331 av.J.C.), Canne (216 av. J.C.), Poitiers (732), Tenochtitlàn (1520), Midway (1942), Tet (1968); Hanson donne corps, ainsi, à la théorie d’un Occident qui a la primauté méconnue, depuis fort longtemps, d’être le plus “létal” quand il fait la guerre (“Brutal Western lethality”, pour reprendre ses paroles), une brutalité qui dérive directement du primat que possède, de fait, sa culture. Que ce soit les Grecs ou les Romains, les Macédoniens d’Alexandre ou les Espagnols de Cortès, ou encore les Américains dans le Pacifique, tous ont obtenu des victoires écrasantes sur des “non occidentaux” (Non Westerners), soit, en l’occurrence des Noirs, des Jaunes ou tous autres peuples qui ne sont pas parfaitement blancs. Ces victoires ne sont pas nécessairement dues à la supériorité de leur organisation ou de leur technologie (par exemple la poudre à canon). Ces victoires, ils les doivent à une “plus-value” civile, faite de discipline, de démocratie, de liberté, d’esprit d’initiative et d’individualisme.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>Quant aux inévitables pages sombres de l’histoire occidentale, Hanson —en utilisant cette capacité d’”euphoriser” le travail de deuil que nous avions déjà observé chez Krauthammer— parvient à transformer ces défaites occidentales (de la bataille de Cannae à Wounded Knee et à l’offensive du Tet) en victoires de fond, car, explique-t-il, les non occidentaux n’ont obtenu la victoire que dans la mesure où ils se sont approprié les armes, les technologies et les idées de l’Occident. Les jeux sont faits. En allongeant et en étirant quelque peu sa théorie sur les triomphes de l’Occident, Hanson parvient à interpréter la défaite américaine au Vietnam de façon telle qu’il en fait une victoire. La bataille de Khesanh, par exemple, il explique avec un orgeuil mal dissimulé, est certes une défaite américaine, mais aussi une victoire à la Pyrrhus des Vietnamiens, en ce sens que la supériorité matérielle des Américains a fait que le nombre de leurs morts est resté très réduit : un mort américain pour cinquante morts vietnamiens. Ces proportions équivalent plus ou moins aux pertes des espagnols de Cortès devant les Aztèques. Désolé, Hanson confesse toutefois que la victoire américaine s’est muée en défaite, par masochisme, à cause de l’hystérie et des distorsions de la presse, de la télévision et de la gauche américaine.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>En raisonnant de la sorte, Hanson rappelle la guerre du Vietnam et la sanctifie (toujours en utilisant, malgré tout, des termes dépréciatifs, comme “horrendous slaughter”, d’”horribles massacres”, “blood bath”, des “bains de sang”, etc.), mais, simultanément, et de manière tacite, il ramène le primat guerrier et civil de l’Occident à l’actuelle supériorité militaire (et aussi civile) des Etats-Unis.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #0000ff;"><strong>Sortir l’Amérique du syndrôme vietnamien</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>En outre, son livre s’inscrit, mine de rien, dans ce vaste ensemble de narrations réécrites qui visent à sortir l’Amérique de la dépression qui a suivi l’aventure vietnamienne et qui, malgré de fréquentes déclarations contraires, continue à souffir d’une intolérance génétique vis-à-vis de toutes formes de défaite, d’échec, de deuil. Ces “réécritures” relèvent, notamment, de ce célèbre récit national et populaire qui a pour personnage Rambo, porteur du mythe de la trahison du soldat américain héroïque, poignardé dans le dos par l’odieuse bureaucratie politique, militaire et médiatique.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>Terminons en évoquant une voix qui n’appartient en aucune façon à cet aréopage de néo-darwinistes et qui s’exprime dans une publication très sérieuse, qui, elle, n’hésite pas à critiquer l’Amérique et sa politique; cette voix, pourtant, contribue au triomphalisme ambiant de manière subtile. Il s’agit d’un article paru en mai 2003 dans les colonnes de l’«Atlantic Monthly», dû à la plume de David Brooks, l’auteur, entre nombreux autres ouvrages, d’une “cover story” de grande ampleur, très complète (12 pages denses) portant sur les différences entre l’Amérique rouge et l’Amérique bleue. Dans son article, Brooks se réfère au livre Democratic Vistas de Walt Whitman (écrit en 1871), et rappelle que le grand poète —à rebours des anti-américains obtus d’aujourd’hui— avait bien compris que l’Amérique était (et reste) un pays fort diversifié et varié, composé d’hommes bons et moins bons, et que sa force consistait (et consiste) à ne pas dévier du chemin qu’elle avait décidé d’emprunter, c’est-à-dire celui de sa “mission historique”, qui est de se poser comme le guide du monde, même dans les moments où le leadership est médiocre (Woods fait directement allusion à Bush). A la lecture de cet article de Woods, on se laisse, à son insu, prendre aux ardeurs nationalistes et messianiques du poète de New York. Woods le rappelle avec nostalgie son blâme adressé aux Américains : “Whitman avait un sens subtil du caractère unique de la mission historique de l’Amérique (“America's unique historical mission”), que Dieu lui-même ou le destin ont assigné à ce pays, pour qu’il diffuse la démocratie dans le monde et qu’il promeuve partout la liberté”.</strong></span></p><p style="text-align: left;"><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #000000;"><strong>En avançant de tels arguments, Brooks rejette l’hypothèse d’une Amérique différente, alors qu’il venait lui-même de l’énoncer, et donne, sans doute sans le vouloir vraiment, la main aux Kagan, Krauthammer et Hanson. Il apporte, sûrement malgré lui, une contribution involontaire à la rupture générale qu’annoncent ce “bushisme” militant et l’Amérique, rupture du pacte qui unit théoriquement les peuples au sein des “Nations Unies” et postule la parité démocratique entre les nations. De temps en temps, il est bon d’en faire une “sociologie”, pour aussitôt préciser, même si cela va de soi, qu’il s’agit aussi bien d’une pathologie. Par “pouvoir”, certes, nous entendons l’influence dominante, qui n’a besoin ni d’arguments ni de raison, ni vraiment d’une puissance extraordinaire, parce qu’elle ne fait que transmuter en pseudo-concepts, en simulacre d’idées, la poussée évidente et constante du Système pour opérationnaliser la <a class="gen" href="http://www.dedefensa.org/article-glossairedde_la_politique-syst_me__17_11_2012.html"><span style="color: #c0c0c0;">politique-Système</span></a> et sa “feuille de route” dite-<a class="gen" href="http://www.dedefensa.org/article-glossairedde_ddete_d_finition_et_usage_07_11_2013.html"><span style="color: #c0c0c0;">dd&e</span></a>. Aujourd’hui triomphe à Washington une alliance qui est un mariage de passion bien plus que de raison, sinon un mariage d’hystéries (au pluriel), entre <em>neocons</em> (les néo-conservateurs qui nous bien familiers) et R2P. (“R2P” est un acronyme arrangé en phonétique SMS renvoyant à l’expression bureaucratique “<em>Responsability To Protect</em>”, ou “responsabilité de protéger” qui a pris le pas dans l’arsenal des valeurs postmodernistes sur le “droit d’ingérence” pour désigner la feuille de vigne de service de l’acte permanent d’interventionnisme déstructurant et dissolvant des pays du bloc BAO, – avec exemples pratiques en Libye, en Syrie, en Centrafrique, en Ukraine, etc. On observera que le passage de la notion de “droit” à la notion de “responsabilité” est une évolution sémantique intéressante : la “responsabilité” implique le “droit de protéger” [notion de droit,présente dans le pseudo-“droit d’ingérence”, qui implique une notion de possibilité d’action] mais aussi le “devoir de protéger” [notion morale, engageant pour celui qui en est investi une nécessité d’action], ce qui fait de l’interventionnisme une obligation morale soutenue par une notion pseudo-légale autorisant cet acte.) Ces deux “centres d’influence” renvoient à des étiquettes de complaisance, sans aucune signification politique réelle, de la droite conservatrice interventionniste (<em>neocons</em>) et du centre-gauche libéral et également interventionniste. </span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"> Dans <em>ConsortiumNews</em>, Robert Parry consacre le <a class="gen" href="http://consortiumnews.com/2014/04/18/the-dangerous-neocon-r2p-alliance/"><span style="color: #c0c0c0;">18 avril 2014</span></a> un article à ces épousailles dont les effets s’expriment notamment au sein du gouvernement US par Victoria Nuland (dite “<a class="gen" href="http://www.dedefensa.org/article-victoria_nuland-fuck_et_la_politique_us_fuck_fuck_fuck_07_02_2014.html"><span style="color: #c0c0c0;">Nuland-Fuck</span></a>”), assistante du secrétaire d’Etat pour les affaires européennes et asiatiques, et Samantha Power, ambassadrice des USA aux Nations-Unies. (Parry laisse de côté Susan Rice, directrice du NSC, qui avait précédé Power à l’ONU. Rice est effectivement complètement dans la ligne R2P.) On ne s’étonnera pas de voir le sénateur McCain cité par Parry comme courroie de transmission avec le Congrès ; également John Kerry, sorte d’ectoplasme qui semble absolument converti à la pseudo-“doctrine”, qui pimente ses conférences de presse après des négociations avec les Russes d’éructations antirusses, qui ne cesse de stupéfier son “partenaire” Sergei Lavrov cultivant l’idée qu’on devait parler diplomatie... </span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"> Parry constate d’abord l’extraordinaire facilité, l’enthousiasme même, avec lesquels la presse-Système a assimilé la version officielle de la crise ukrainienne, qui représente d’ailleurs une sorte de quintessence en “génération spontanée” de toutes les tendances, obsessions et réflexes de la dialectique-Système. Il poursuit donc sur les hystéries régnantes, qui facilitent la coordination et la mise en scène de la <em>narrative</em> en cours ... «<em>But another reason for the biased coverage from the U.S. press corps is the recent fusion of the still-influential neoconservatives with more liberal “responsibility to protect” (R2P) activists who believe in “humanitarian” military interventions. The modern mainstream U.S. news media is dominated by these two groups: neocons on the right and R2Pers on the center-left. As one longtime Washington observer told me recently the neocons are motivated by two things, love of Israel and hatred of Russia. Meanwhile, the R2Pers are easily enamored of idealistic young people in street protests.</em> </span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"> »<em>The two elements of this alliance – the neocons and the R2Pers – also now represent the dominant foreign policy establishment in Official Washington, with the few remaining “realists” largely shoved to the side, including to some degree President Barack Obama who has “realist” tendencies in seeking to limit use of U.S. military power but continues to cede control over his administration’s actions abroad to aggressive neocon-R2P operatives.</em> </span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"> »<em>During Obama’s first term, he made the fateful decision to create a “team of rivals” of powerful political and bureaucratic figures – the likes of Defense Secretary Robert Gates, Secretary of State Hillary Clinton and General David Petraeus. They skillfully funneled the President into hawkish decisions that they wanted, such as a “surge” of 30,000 troops into Afghanistan and a major confrontation with Iran over its nuclear program. When reality and belief conflict that definition might well be referred to as a “national myth.” In the United States many believe that there exists a constitutionally mandated strict separation between religion and government. In practice, however, that separation has never really existed except insofar as Americans are free to practice whatever religion they choose or even none at all. The nation’s dominant religion Christianity has in fact shaped government policy in many important areas since the founding of the republic. Tax exemption for the churches would be one example of legislation favoring organized religion while in the nineteenth century the governments of a number of American states had religious clauses written into their constitutions and also collected special <a href="http://undergod.procon.org/view.resource.php?resourceID=69"><span style="color: #c0c0c0;">tithe taxes</span></a> to support the locally dominant Christian denomination. The practice only ended with the passage of the Fourteenth Amendment in 1868.</span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">Christian Zionism is not a religion per se, but rather a set of <a href="http://en.wikipedia.org/wiki/Christian_Zionism"><span style="color: #c0c0c0;">beliefs</span></a> based on interpretations of specific parts of the Bible – notably the book of Revelations and parts of Ezekiel, Daniel, and Isaiah – that has made the return of the Jews to the Holy Land a precondition for the Second Coming of Christ. The belief that Israel is essential to the process has led to the fusion of Christianity with Zionism, hence the name of the movement.</span></strong></p><p style="text-align: left;"> </p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">The political significance of this viewpoint is enormous, meaning that a large block of Christians promotes a non-reality based foreign policy based on a controversial interpretation of the Bible that it embraces with considerable passion. Christian Zionism by definition consists of Christians (normally Protestant evangelicals) who believe that once the conditions are met for the second coming of Jesus Christ all true believers will be raptured up into heaven, though details of the sequence of events and timing are disputed. Many Christian Zionists believe that the Second Coming will happen soon, within one generation of the return of the Jews to the Holy Land, so they support the government and people of Israel completely and unconditionally in all that they do, to include fulfilling the prophecy through encouraging the expansion by force into all of historic Judea, which would include what remains of the Palestinian West Bank.</span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">One other aspect of Christian Zionism is the belief by some that the end times<a name="_GoBack"></a>, as they refer to it, will be preceded by world government (conveniently seen as the United Nations) and years of war and turmoil with a final enormous battle pitting the forces of good against the forces of evil in which all the evildoers will be destroyed and the righteous will be triumphant. The battle is supposed to take place at Armageddon, an undisclosed location in the Middle East that some believe is derived from the name of the ancient Hittite capital Megiddo.</span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">That Christian Zionists believe the return of Christ is imminent and that there will be major wars and a final battle in the Middle East preceding it would appear to be irrelevant to most of us, but it has in this case real world consequences because of their involvement in American politics and most particularly in some aspects of US foreign policy. Evangelical Christians began to mobilize and became a potent <a href="http://www.christianitytoday.com/ct/2004/juneweb-only/6-21-21.0.html"><span style="color: #c0c0c0;">political force</span></a> in the late 1970s and 1980s in reaction to moves by the Jimmy Carter White House to challenge the tax status of independent Christian schools. </span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">Many of the issues Christian Zionists initially supported were sectarian, reflected in their antipathy towards Catholicism which they describe as the “whore of Babylon” and their belief that the Pope is the Antichrist, or social, such as being anti-abortion and hostile to homosexual rights, but there was also from the start an abhorrence of “Godless Communism” and an identification with Israel. It was widely held that Israel should be protected above and beyond the normal American foreign policy interests in the Middle East region. Through the creation of organizations like the two million strong <a href="http://www.cufi.org/site/PageServer"><span style="color: #c0c0c0;">Christians United for Israel</span></a> (CUFI), headed by Pastor John Hagee, this focus on Israel has obtained a mechanism for uniting evangelicals and providing them with the means and direction to lobby congress to continue high levels of aid for Israel and also to resist any attempts to challenge support for Israeli policies. This mechanism was most recently <a href="http://www.theamericanconservative.com/for-john-hagee-hitler-was-gods-will-but-hagel-must-be-stopped/"><span style="color: #c0c0c0;">observed</span></a> in action on January 28<sup>th</sup> when 200 CUFI leaders were flown to Washington all expenses paid by an “anonymous donor” to lobby their Senators against the confirmation of Chuck Hagel as Secretary of Defense, Hagel having been criticized as being less than completely supportive of Israel and hesitant to go to war with Iran on Israel’s behalf. </span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">Though it is an organization that defines itself as Christian, CUFI supports war against Iran as a precursor to total global conflict. Hagee <a href="http://thinkprogress.org/politics/2008/02/28/19911/hagee-mccain-endorsement/?mobile=nc"><span style="color: #c0c0c0;">explains</span></a> “The United States must join Israel in a pre-emptive military strike against Iran to fulfill God’s plan for both Israel and the West… a biblically prophesied end-time confrontation with Iran, which will lead to the Rapture, Tribulation, and Second Coming of Christ.”</span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">Most evangelicals, even if they do not share all of the detailed CUFI agenda, favor Israel and have made Israel’s enemies their own. This focus on Israel coming from possibly as many as 60 million evangelicals is seen most powerfully in the Republican Party, which caters to their views, but it also has a certain appeal among Democrats. It is concentrated in a number of southern and border states, the Bible belt, which has meant that few congressmen from those states feel it to be in their interests to question what Israel does. In fact, they find it in their interests to do the contrary and frequently express loud and long their love for Israel, which may or may not be genuine. Some congressmen, including former Speaker of the House Dick Armey of Texas, <a href="http://www.talk2action.org/story/2006/8/15/12348/4792"><span style="color: #c0c0c0;">embrace</span></a> the full Armageddonist agenda, leading one to wonder why anyone would vote for a politician who fervently desires to bring about the end of the world. </span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">This powerful block of pro-Israel sentiment provides a free pass to the illegal Israeli settlements and also to Tel Aviv’s brutal foreign policy vis-à-vis its neighbors, which has damaged other American interests in the region. It also means that any consideration of Arabs as aggrieved parties in the Middle Eastern fandango is seldom expressed, even though many of the Arabs being victimized by the Israel-centric policies are in fact Christian.</span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">John Hagee has <a href="http://www.openleft.com/diary/5517/"><span style="color: #c0c0c0;">stated</span></a> falsely that the Quran calls on all Muslims to kills Christians and Jews. The persistent identification of Muslims as enemies of Israel and also as supporters of terrorism by evangelicals in general and Christian Zionists in particular has led to a quite natural growth in Islamophobia in the United States. This prejudice arises from the perception that Islam is integral to the problems with the Arab world, leading to an unfortunate surge in those Americans, including congressmen like Peter King and Michelle Bachmann, who believe that Islam is an evil religion and that Muslims should be monitored by the authorities and even denied some basic civil rights or deported because they cannot be trusted. Because the Armageddonists believe that there will be a final confrontation with the forces of evil it has been necessary to identify the enemy and that enemy is, all too often, characterized as Muslims. Hagee has construed this conflict against the Muslim world as ongoing resistance to satanic proxies opposing the end time.</span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">Neoconservatives, who most often might best be described as non-religious, were quick to identify the advantages derived from linking their cause with the evangelicals and established strong ties during the Reagan administration. Israel also recognized the benefits to be derived from a close and continuing relationship with the Christian Zionists even though Israel’s leaders almost certainly hold their noses while doing so, finding the return of Christ eschatology invidious as all Jews but those who convert will also die and go to hell when the world ends. When groups like CUFI organize their mass pilgrimages to visit Israel they spend all their time in Israel, often refusing to visit major Christian holy sites in Arab areas and never meeting with Palestinian Christians, whom they do not recognize as coreligionists. When the Christian Zionists gather in Jerusalem, they are often feted by Israeli leaders, including Prime Minister Benjamin Netanyahu, who frequently <a href="http://www.charismanews.com/us/33802-benjamin-netanyahu-thanks-christians-at-cufi-summit"><span style="color: #c0c0c0;">speak</span></a> to them. </span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">Some evangelical leaders to include John Hagee have also benefited from the relationship directly in other ways. The Israeli government <a href="http://www.americanfreepress.net/html/john_hagee_devil_221.html"><span style="color: #c0c0c0;">has presented</span></a> Hagee with a Lear executive jet, complete with crew, to make his evangelizing more comfortable. It has, of course, been suggested that American aid and tax free charitable contributions to Israel are thus recycled to support those groups that inevitably are willing to provide still more aid until the well in Washington finally runs dry. </span></strong></p><p style="text-align: left;"><strong><span style="font-family: arial,helvetica,sans-serif; color: #c0c0c0; font-size: small;">So the bottom line is that the Christian Zionist involvement in American politics on behalf of the Washington’s relationship with Israel does not serve any conceivable U.S. national interests unless one assumes that Israel and the United States are essentially the same polity, which is unsustainable. On the contrary, the Christian Zionist politicizing has been a major element in supporting the generally obtuse U.S. foreign policy in the Middle East region and vis-à-vis other Muslim countries, a policy that has contributed to at least four wars while making the world a more dangerous place for all Americans. Christian Zionist promoted foreign policy serves a particularly narrowly construed parochial interest that, ironically, is intended to do whatever it takes to bring about the end of the world, possibly a victory for gentlemen like Pastor John Hagee if his interpretation of the bible is correct, but undeniably a disaster for the rest of us.</span></strong></p></div>

It was the state committed to the promotion of revolutionary change across the world.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">The United States, by contrast, was the superpower of the right. It was committed to the maintenance of stability and continuity in government systems around the world.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">The United States won the Cold War. The craving for stability, peace, and continuity among governments and populations alike proved infinitely stronger than the fleeting flashes of revolutionary fervor. The Soviet Union eventually became physically exhausted and globally isolated by its ideological commitment to revolutionary change.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Today, however, the roles of the two great powers have been reversed. Since the advent of Madeleine Albright as secretary of state in 1997, the United States has become increasingly ideologically committed to the spreading of “instant powdered democracy” in every nation of the world, as defined and approved by the United States. Russia and China have become the main “conservative” or “right-wing” powers committed to preserving the status quo.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Ironically, the U.S. commitment to continual revolution around the world is a revival of the discredited concepts of Leon Trotsky. Josef Stalin abandoned Trotsky’s ideas in the 1920s when he took power in the Soviet Union. This gave him the ideological flexibility to create the Grand Alliance with the United States and the British Empire that won World War II—the Great Patriotic War.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">But Nikita Khrushchev revived Trotsky’s disastrous concept: he and his successor, Leonid Brezhnev, drained their superpower dry by pouring resources into promoting revolution throughout the developing world, from 1954 in Egypt to Afghanistan in 1979-87. This led to the collapse of the Soviet system. It also prompted governments around the world to seek protection from efforts to fan the flames of revolution within them by turning to the United States for security on U.S. terms.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Today, it is the United States under presidents of both parties that has embraced the Trotskyite delusion. The bipartisan policy of the United States has become Permanent Revolution until Total and Perfect Democracy is finally achieved. This can only end the way it ended for Maximilien Robespierre in the French Revolution and for Trotsky in the Bolshevik one.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">It is fitting that so many of the older generation of American neoconservatives started life as communist enthusiasts in the 1930s and ’40s. For today’s neocons are really neo-Trotskyites promoting the old, doomed enthusiasms under a new label.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">By contrast, Russia and China are led by pragmatic governments guided by the concepts of profit and self-interest. They support and want to do business with existing governments and governing systems around the world. This has made them the 21st century’s major global powers of the right.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">This is the strategic and psychological force behind China’s immense success in displacing the United States and the European Union in Africa. Chinese investment and aid comes free from the destabilizing, potentially revolutionary ideological strings that undermine existing systems of government throughout the region.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">The governments of China and Russia hate and fear revolution and see the endless ideological promotion of democracy American-style in small countries around them and in their own homelands as planting the seeds of chaos and disintegration.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"><a href="http://www.theamericanconservative.com/archive/october-2012/"><span style="color: #c0c0c0;"><img class="alignright" title="October 2012 Issue" src="http://www.theamericanconservative.com/wp-content/uploads/2012/09/oct-issuethumb1.jpg" alt="" width="184" height="280" /></span></a></span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Democracy works admirably in societies where it is allowed to develop organically. But when other governments try to accelerate its growth artificially or hasten its triumph from outside, especially when they resort to military force to do so, the result is almost always a fierce reaction against the forces of democracy. This reaction often generates extreme fascist, repressive, and intolerant forces. And these forces usually win and take power. Then they impose themselves on the societies in question, delaying any real democratic development for decades or generations.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">The efforts of the French Revolutionaries and Napoleon to export liberty, equality, and brotherhood across Europe by fire and sword instead ensured the survival of the old traditional empires for another 120 years. The efforts of Lenin and Trotsky to export socialism and communism by similar means were even more catastrophic. Much of the critical thrust comes from attending conferences sponsored by the Mises Institute and from getting to know my fellow- participants and their writings. Although I harbored strong doubts about my latest subjects even before these encounters, my conversations with David Gordon, Murray Rothbard, Robert Higgs and Thomas DiLorenzo and later, discovering Mises’s comments about Strass gave additional substance to my suspicions. My project became a way of calling attention to a significant body of criticism that the liberal-neoconservative press and most scholarly organizations wouldn’t deign to present. I was upset in particular by the inability of David Gordon (and Lew Rockwell) to find a suitable publisher for a long, incisive work that David had produced about Harry Jaffa’s reading of American history. It was one of the most cerebral "value critiques" by a living thinker that I had seen.</span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">Why, asks David, should Jaffa, a cult figure who is wined and dined by GOP benefactors, be immune from the type of assessment that other authors of scholarly works should have to accept? Why do Straussians like Jaffa, Allan Bloom, Thomas Pangle, and Charles Kesler achieve canonical status as "conservative" thinkers without having their ideas rigorously examined in widely accessible forums? It seems that the only appraisals such figures have to deal with are puff pieces in neoconservative publications and the scribbling of inflamed leftists attacking them as rightwing extremists.</span></span></strong></span></p><table style="float: left; width: 135px;" border="0" cellspacing="0" cellpadding="0" align="right"><tbody><tr><td> </td></tr></tbody></table><p style="text-align: left;"> </p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">Note that my book does not come out of any political engagement. It is in no way a statement of my political creed. Although hardly friendly to the Wilsonian Weltpolitik of the Straussians, I devote more space to defending my subjects from unjust critics than I do to dissecting their views. Nor was my book produced, as one nasty commentator writing to the executive editor of an Ivy League press explained, because I’m "a very angry person" trying to settle scores. Apparently my madness would "permanently discredit" any press that was foolish enough to publish me. My book at any rate is not an expression of pique, and I bend backward to make sense of arguments that I have trouble accepting at face value. I also treat main subject, Leo Strauss, with respect and empathy, even while disagreeing with his hermeneutic and liberal internationalism. I stress that for all his questionable judgments, Strauss was a person of vast humanistic learning, and more thoughtful and less pompous than some of his famous students. I fully sympathize with the plight that he and others of his background suffered who because of their Jewish ancestry were driven out of their homeland and forced to live in exile. My own family suffered the same fate.</span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">What seemed intolerable, however, was the unwillingness of Straussians and their adulators to engage serious critics, some of whom have been associated with the Mises Institute. These expressions of moral self-importance may go back to Strauss himself. Murray Rothbard observed that at a Volker Fund conference, his teacher Mises had argued vainly with Strauss about the need to separate facts from values in doing research. Strauss had retorted that there are moral judgments inseparably attached to our use of facts. This supposedly indicates that one could not or, perhaps more importantly, should not draw the fact/value distinction that Mises, and before him, in a different form, Max Weber had tried to make. In response to these statements, Mises argued that facts remain such, no matter how people dress them up. "A prostitute would be plying the same trade no matter what designation we choose to confer on such a person." As the debate wore on and Strauss began to moralize, Mises lost his equanimity. He indicated to Rothbard that he was being asked to debate not a true scholar but a "gymnasium instructor."</span></span></strong></span></p><table style="float: left; width: 135px;" border="0" cellspacing="0" cellpadding="0" align="right"><tbody><tr><td> </td></tr></tbody></table><p style="text-align: left;"> </p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">In my book I quote David, who has taken over and elaborated on the criticism offered by his teacher and Murray’s teacher Mises, namely, that the Straussians reach for moral platitudes against those who are better- armed with "facts." One reason David is mentioned so often in my monograph, and particularly in the chapter "The Method Deconstructed," is that he did much of the deconstructing for me. While helping with the proofreading, which is another service he performed, David commented about how much he enjoyed my text; then, in typically David-fashion, he listed as his favorite parts of my book those pages on which he’s mentioned. Actually he missed more than half of the references to him, including two of them in the acknowledgements. </span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">Like other thoughtful critics of Straussian methodology, specifically Grant Havers, Barry Shain, and Kenneth McIntyre, David was essential to my work. But in his case listening to him reel off what was wrong with how the Straussians read (or misread) selected texts, inspired my project. Without the fact that David cornered me about ten years ago at a conference in Auburn and explained to me in between Borscht Belt jokes the fallacies of Strauss and his disciple, I doubt that I would have done my book. His conversation and written comments, stored in the bowels of the Lew Rockwell Archives, made my task considerably less burdensome. One remark from David’s conversation in Auburn that I still remember was his hypothetical rejoinder to Harry Jaffa in a debate that never took place. Jaffa insisted on the pages of <em>National Review, </em>and in fact wherever else he wrote, that we should believe in equality because Lincoln did (never mind that Di Lorenzo, among others, has challenged this view of Lincoln with counter-evidence). David asked that "even if we assume that Jaffa was expressing Lincoln’s real opinion, why should we have to hold the same view"? And why are we supposed to impose Lincoln’s opinion on unwilling subjects by force of arms? No one else to my knowledge has asked these indelicate questions.</span></span></strong></span></p><table style="float: left; width: 135px;" border="0" cellspacing="0" cellpadding="0" align="right"><tbody><tr><td> </td></tr></tbody></table><p style="text-align: left;"> </p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">Even then David and I were sick of the smarminess with which certain Straussians would respond to logical and factual objections. Calling one’s opponent a "relativist" or scolding him for not embracing universal democratic values is not an answer at all. It is an arrogant evasion of a discussion. David also observed that in their attempt to find "secret writing" in texts, Straussians would almost compulsively read their own values into the past. Presumably all smart people who wrote "political philosophy," no matter when they lived, were religious skeptics, yearning for something like "liberal democracy." This speculation could be neither confirmed nor disconfirmed and contributed zip to scholarly discussion. Like me, David also wondered why none of the great minds whom the Straussians wrote about was ever shown to be a Christian heretic or something other than a forerunner of those who are now revealing their concealed meanings. One might have thought that if concealment was their intention, these fellows on at least some occasions would have been hiding non-modern thoughts from the public or their monarchs. Why do all "secret writings" seem to have originated with a Jewish agnostic residing in an American metropolitan area?</span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">An observation in my book contrasting Straussian enterprises to the Mises Institute also warrants some attention here. The Miseans and the Straussians both claim intellectual descent from Central European Jewish scholars who fled from the Nazis. Moreover, both groups have processed these biographical experiences and incorporated them into their worldviews, but in totally different ways. Whereas the Miseans view their founder as the victim of a particularly noxious form of state socialism, the Straussians emphasize the evils of the "German connection," as explained by Allan Bloom in <em><a href="http://www.amazon.com/gp/product/0671657151?ie=UTF8&tag=lewrockwell&linkCode=xm2&camp=1789&creativeASIN=0671657151"><span style="color: #c0c0c0;">The Closing of the American Mind</span></a></em>. While the Miseans focus on the link between state planning and tyranny, the Straussians finger the uniquely wicked heritage of the Germans in telling us why "liberal democracy" is always under siege. Strauss himself established this perspective, when in <em><a href="http://www.amazon.com/gp/product/0226776948?ie=UTF8&tag=lewrockwell&linkCode=xm2&camp=1789&creativeASIN=0226776948"><span style="color: #c0c0c0;">Natural Right and History</span></a></em> he stressed the continuing danger of German ideas, even though the German military threat had been defeated six years earlier. </span></span></strong></span></p><table style="float: left; width: 135px;" border="0" cellspacing="0" cellpadding="0" align="right"><tbody><tr><td> </td></tr></tbody></table><p style="text-align: left;"> </p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">While the disciples of Mises favor an isolationist foreign policy designed to dismantle socialism at home, the Straussians are perpetually reliving Munich 1938, when the "democracies" backed down to a German dictatorship, just as they had failed to confront the supposed iniquities of Kaiser Wilhelm in 1914. One might push the contrast even further: while the Mises Institute celebrates the Vienna in which the Austrian School of Economics took form, including the generally supportive liberal monarchy of Kaiser Franz Josef, the Straussians have continued their efforts to counter a threat that they see originating in Central Europe. During the student revolts of the 1960s, Allan Bloom and his soul-brothers blamed these outbursts on German critics of modern democracy. Strauss’s star students managed to find the German threat wherever they looked. In one of my earliest encounters with Straussian professors, at Michigan State in 1967 and 1968, it was explained to me that German historicists had fueled the antiwar student protest with their antidemocratic notions. This connection seemed to me so surreal that it caused me to reflect on the life’s experiences of those who could believe such things.</span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;"> Significantly, these Straussian attacks on the tainted German heritage play well in our society of letters. A Jewish liberal-neoconservative presence (perhaps predominance) in the media and in the academy renders some Straussian fixations profitable. Well-placed intellectuals are still agonizing over the "German catastrophe" in a way that they don’t about other bloodbaths, particularly those unleashed by Communist tyrants. There is also a culture of defeat and self-rejection among the Germans which fits perfectly with the Straussian war on German ideas and German illiberalism. Although the Left may attack the Straussians rhetorically as "fascists," it shares many of their sentiments, particularly their revulsion for German culture and for German politics before the First World War. </span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">Another factor has helped the Straussians professionally: Their impassioned Zionism has enhanced their moral acceptability in Jewish and neoconservative circles. If their interpretive gymnastics may sometimes drive their political fans up the wall, Strauss’s disciples win points where it counts. They are recognized as part of the journalistic establishment. Whereas the Miseans (and a fortiori this author) would have trouble getting into the <em>New York Times</em>, <em>Washington Post</em> or neoconservative publications, Straussians (and their allies) appear in all these venues as both authors and respected subjects. Nothing is more baffling than the complaint that the "liberal media" ignore or persecute Straussians. This gripe is almost as baseless as another related one, that Straussians are excluded from elite universities. Would that I had been excluded from academic posts during my career the way the Straussians have been.</span></span></strong></span></p><table style="float: left; width: 135px;" border="0" cellspacing="0" cellpadding="0" align="right"><tbody><tr><td> </td></tr></tbody></table><p style="text-align: left;"> </p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">I do not mean to suggest that there is something wrong with how the Mises Institute has dealt with its founder’s experiences in Central Europe. Its approach to this aspect of twentieth-century history has been rational and even commendable. But it has certainly not won the Mises Institute the moral acceptability that the Straussians have achieved by taking the opposite position. Curiously, leftist opponents have laced into the Straussians for not being sufficiently Teutonophobic. Despite the scornful references to German ideas in their polemics, these Straussians are alleged to be perpetuating the hated German connection while pretending to denounce it. In short, one can never hate German thought sufficiently (except of course for Marx and a few other selected German leftists) to please our current cultural industry. But Straussians can at least be credited with having made a start here.</span></span></strong></span></p><p style="text-align: left;"><span style="font-family: arial,helvetica,sans-serif;"><strong><span style="font-size: small; color: #c0c0c0;"><span style="font-size: small;">One final point may belong here: The professional and journalistic successes of Strauss’s students have had little to do with their efforts to revive a "classical heritage" or to make us appreciate Plato and Thucydides. The argument I try to make in my book is exactly the opposite: the Straussians have done so well at least partly because they have bet on the right horse in our current liberal internationalist politics. They provide window-dressing and cultic terminology for a widely propagated American creed pushed by government and the media, featuring calls for armed "human rights" campaigns, references to the Holocaust and the Anglosphere, and tributes to liberal or social democratic "values." Was he, as Myles Burnyeat of Cambridge University <a href="http://www.nybooks.com/articles/archives/1985/may/30/sphinx-without-a-secret/?pagination=false"><span style="color: #c0c0c0;">suggested many years ago in <em>The New York Review of Books</em></span></a>, a “sphinx without a secret”, not a genuine philosopher but rather a proponent of “ruthless anti-idealism” who provided intellectual backing for an aggressive American foreign policy?</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"><a href="http://www.vdare.com/users/kevin-macdonald"><span style="color: #c0c0c0;">Kevin MacDonald</span></a> takes a different view, <a href="http://www.kevinmacdonald.net/UnderstandJI-3.htm#_ednref148"><span style="color: #c0c0c0;">holding</span></a> that “Strauss crafted his vision of an aristocratic elite manipulating the masses as a Jewish survival strategy.”(MacDonald, <a href="http://www.amazon.com/Cultural-Insurrections-Civilization-Influence-Anti-Semitism/dp/0977988228/?_encoding=UTF8&tag=vd0b-20&linkCode=ur2&camp=1789&creative=9325" target="_blank"><span style="color: #c0c0c0;">Cultural Insurrections</span></a><img style="border: medium none ! important; margin: 0px ! important;" src="http://www.assoc-amazon.com/e/ir?t=vd0b-20&l=ur2&o=1" alt="" width="1" height="1" border="0" /><em>, </em>Occidental Press 2007, p.163).</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">In his illuminating book <em><a href="http://www.amazon.com/dp/1107017246/?_encoding=UTF8&tag=vd0b-20&linkCode=ur2&camp=1789&creative=9325" target="_blank"><span style="color: #c0c0c0;">Leo Strauss and the Conservative Movement in America: A Critical Appraisal</span></a></em>, the distinguished intellectual historian <a href="http://www.vdare.com/users/paul-gottfried"><span style="color: #c0c0c0;">Paul Gottfried</span></a> rejects what these approaches have in common: their picture of Strauss as an enemy of liberal democracy. Though Strauss earned the respect of the rightwing legal theorist <a href="http://www.vdare.com/articles/a-forgotten-thinker-on-nation-states-vs-empire"><span style="color: #c0c0c0;">Carl Schmitt</span></a>, he was by no means, Gottfried maintains, a man of the Right. To the contrary, and despite some ambiguous remarks made early in his career, he remained throughout his long sojourn in America a convinced liberal democrat.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried traces the misapprehension to Strauss’s popular lectures in 1949 for the <a href="http://www.lib.uchicago.edu/e/scrc/findingaids/view.php?eadid=ICU.SPCL.WALGREEN&q=University%20of%20Chicago%20--%20History"><span style="color: #c0c0c0;">Walgreen Foundation</span></a>, published in 1953 as <em><a href="http://www.amazon.com/Natural-History-Walgreen-Foundation-Lectures/dp/0226776948/?_encoding=UTF8&tag=vd0b-20&linkCode=ur2&camp=1789&creative=9325" target="_blank"><span style="color: #c0c0c0;">Natural Right and History</span></a><img style="border: medium none ! important; margin: 0px ! important;" src="http://www.assoc-amazon.com/e/ir?t=vd0b-20&l=ur2&o=1" alt="" width="1" height="1" border="0" />.</em> Strauss <a href="http://www.firstthings.com/article/2007/01/leo-straussnatural-right-and-history-1953-36"><span style="color: #c0c0c0;">appeared to many</span></a> as the vindicator of natural law against the relativism and nihilism that threatened to weaken America in its Cold War against communism. Gottfried writes:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“A one-time teacher of mine, Anton Hermann Chroust...used to joke about Strauss’s visit to South Bend: ‘The natural law Catholics came out in force, and as soon as St. Leo started talking, they were like Moses receiving the Law.’”</span></strong></p></blockquote><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried calls attention to the role of <a href="http://www.intellectualconservative.com/article3229.html"><span style="color: #c0c0c0;">Willmoore Kendall</span></a> of <em>National Review</em> in propagating the myth of Strauss as a high-powered philosopher of conservatism. Kendall, himself an eminent conservative political theorist, was a hero-worshipper, and Eric Voegelin vied with Strauss as the object of his intellectual star-gazing.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">But despite the adulation of Kendall and other conservatives, Gottfried notes that Strauss was in politics an “FDR-Truman Democrat---that is, someone who found even the uncertain Republican <a href="http://www.vdare.com/posts/on-presidents-day-i-like-ike"><span style="color: #c0c0c0;">Dwight Eisenhower</span></a> to be a bit far to the right for his taste.” Strauss <a href="http://www.vdare.com/posts/neoconservatives-vs-mccarthyism"><span style="color: #c0c0c0;">abhorred</span></a> Joe <a href="http://www.vdare.com/posts/m-stanton-evans-new-book-joe-mccarthy-was-right"><span style="color: #c0c0c0;">McCarthy</span></a> and <a href="http://www.vdare.com/articles/neocons-or-vichy-cons"><span style="color: #c0c0c0;">feared a rightwing populist outbreak.</span></a></span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Still, whatever his personal political opinions, does not Strauss remain useful as a defender of classical philosophy against modern-day relativists and other enemies of the Right?</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried does not think so. Though he recognizes Strauss’s remarkable linguistic and scholarly abilities, he argues that Strauss was in not in fact an advocate of either ancient philosophy or natural law.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Despite Strauss’ close and careful study of <a href="http://www.vdare.com/articles/byron-roths-the-perils-of-diversity-apologies-to-the-grandchildren"><span style="color: #c0c0c0;">Plato and Aristotle</span></a> and his ostensible praise for the ancient <em>polis</em>, he did not derive from the classical sources doctrines designed to correct the unwisdom of the modern world. Strauss found in Plato, for example, not the doctrine of eternal forms that most scholars discern in his work but rather a search for truth that eventuates in no fixed conclusions: “Unfortunately, Strauss and his disciples never show that what Plato seems to accept is not what he in fact believes.”</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Some of Strauss’s followers go further: Mary Nichols gives Aristotle “a recognizably progressive gloss.” Aristotle’s support for slavery, she thinks, is not what it seems. Modern democrats can embrace Aristotle without worry.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">But what of natural law? Here too Gottfried maintains that Strauss’s conservative defenders have misunderstood the Master. Strauss, contrary to his Catholic friends, opposed Thomist natural law:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“Advances in the natural sciences had shaken the cosmology that was attached to an earlier understanding of man’s relation to the universe, ands so there was no plausible way—or so one might read into Strauss without too much reaching—of returning to medieval metaphysical notions.”</span></strong></p></blockquote><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">If Strauss thought that Thomist natural law rested on outdated views, he can hardly be taken as its advocate.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Cannot those who would see in Strauss a conservative at least take solace in one point? Did he not offer sharp attacks on relativism and historicism?</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Indeed he did, says Gottfried, but precisely in his attack on historicism he distanced himself from the Right.</span></strong></p><p style="text-align: left;"> </p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">In contrast with the Left, which stress principles supposedly true regardless of time, place, or manner, the Right has exalted race, nation, and community. The immigration controversy, key to readers of <a href="http://www.vdare.com/"><span style="color: #c0c0c0;">VDARE.com</span></a>, illustrates this division of opinion. Leftists scorn the <a href="http://www.vdare.com/articles/can-ethnonationalism-bring-down-americas-tower-of-babel"><span style="color: #c0c0c0;">attachment of a people to its national territory</span></a>, defending instead an <a href="http://www.vdare.com/articles/the-fulford-file-by-james-fulford-21"><span style="color: #c0c0c0;">alleged right of everyone to live where he wishes,</span></a> regardless of historical circumstance. Those on the Right reject such nonsense, emphasizing, with <a href="http://en.wikipedia.org/w/index.php?title=Hippolyte_Taine&oldid=469418948#Race.2C_milieu_and_moment"><span style="color: #c0c0c0;">Taine, </span></a><em><a href="http://en.wikipedia.org/w/index.php?title=Hippolyte_Taine&oldid=469418948#Race.2C_milieu_and_moment"><span style="color: #c0c0c0;">la race, le milieu, le moment</span></a>.</em></span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">But in this dispute between universal and particular, Strauss took the side of the Left. He had little use for Edmund Burke and the German Romantic conservatives of the nineteenth century. We must, Strauss argued, guard ourselves against the “waves of modernity” that followed the American Revolution. In Gottfried’s summary:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“These waves were due to the value-relativist British counterrevolutionary Edmund Burke and to various nineteenth-century German romantic worshippers of History, some of whom are mistaken for ‘conservatives’.”</span></strong></p></blockquote><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried must confront an objection to his interpretation of Strauss. If in fact Strauss cloaked his liberal democratic beliefs in rhetoric redolent of the ancients, would not conservatives have eventually discovered the ruse and abandoned him?</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Kendall and his fellow Catholic conservatives have long since departed the scene. There are today a few Catholics, like <a href="http://www.ashbrook.org/publicat/onprin/v10n4/mahoney.html"><span style="color: #c0c0c0;">Daniel Mahoney</span></a> and <a href="http://en.wikipedia.org/wiki/Pierre_Manent"><span style="color: #c0c0c0;">Pierre Manent,</span></a> influenced by Strauss, but they are not Straussians of the strict observance. Why would the conservatives of today embrace a false friend?</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried has an ingenious response to this problem. The neoconservatives, he says, exercise immense influence over the American Right because of their control of so many foundations, journals and newspapers. They are in fact pseudo-conservatives, who, just like Strauss, preach liberal democracy disguised as the wisdom of the ancients and the American Founders. It is in their interest to elevate Strauss as a conservative sage, and they have achieved great success in doing so.</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">The neoconservatives in particular appeal to Strauss to support one of their key doctrines: a <a href="http://www.vdare.com/articles/bush-signs-us-up-for-global-democratic-revolution"><span style="color: #c0c0c0;">foreign policy for America based on the spread of “democracy” worldwide.</span></a> Gottfried writes:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“Straussians contributed to the process by which the conservative movement came to redefine itself during the Cold War as the defender of ‘<a href="http://www.vdare.com/articles/mubarak-latest-victim-of-the-american-way-of-abandonment"><span style="color: #c0c0c0;">democratic values’.</span></a> . .a <a href="http://www.vdare.com/articles/who-commissioned-us-to-remake-the-world"><span style="color: #c0c0c0;">bellicose missionary spirit</span></a> is very much in evidence, but it is doubtful that one could link it to anything identifiably right-wing. “</span></strong></p></blockquote><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;"> Gottfried calls attention to another theme that neoconservatives draw from Strauss: the alleged dangers that stem from German nationalism and German philosophy. In one revealing comment, Strauss <a href="http://books.google.ca/books?id=dvDmq-eTZVYC&pg=PA2&dq=leo+strauss+spinoza+third+reich&hl=en&sa=X&ei=nk8vT6-aFYHj0QH7wMzgCg&ved=0CDIQ6AEwAA#v=onepage&q&f=false"><span style="color: #c0c0c0;">wrote</span></a>: “All profound German longings… all those longings for the origins or, negatively expressed, all German dissatisfaction with modernity pointed toward a third Reich, for Germany was to be the core even of Nietzsche’s Europe ruling the planet.”</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried finds “a major concern among Strauss’s students, namely that the specifically German path toward a viciously anti-Semitic form of fascism must never again be taken in Germany or anywhere else.” (p.58)</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried argues strongly that Strauss does not belong on the Right. But he must confront yet another objection. If Strauss was not a conservative but rather a liberal democrat, why do so many of his critics take him to be a rightwing elitist, if not an outright fascist?</span></strong></p><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Here once again Gottfried blames the neoconservatives and their concerted influence. He bring to the fore <a href="http://phil.uregina.ca/CRC/book_americanright.html"><span style="color: #c0c0c0;">Shadia Drury,</span></a> who views Strauss as an immensely learned scholar but <a href="http://phil.uregina.ca/CRC/book_americanright.html"><span style="color: #c0c0c0;">dangerous anti-democrat,</span></a> and other leftist critics like her. He writes:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“Such critics have reinforced the image that the Straussians have cultivated for themselves, as patriotic Americans with vast humanistic learning. And the Straussians have returned the favor by showering attention on their preferred critics.”</span></strong></p></blockquote><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">In doing so, the Straussians ignore, because they cannot answer, the most cogent criticisms of their Master: those that stem from the genuine Right. As Gottfried puts it:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“Significantly, Spinoza expert Brayton Polka, American religious historian Barry Allen Shain, and linguistic philosopher David Gordon have all devoted many pages of criticism to the defects of the Straussian interpretive grid, without eliciting appropriate responses. Basic to these criticisms is the contention that the Straussians misinterpret the historical past either by ignoring it or by refusing to notice the religious aspects of what they style ‘modernity’”</span></strong></p></blockquote><p style="text-align: left;"><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">Gottfried has omitted one of the most penetrating of Strauss’s assailants—himself. In a brilliant passage, he challenges Strauss’s key claim that political philosophy is the most fundamental branch of philosophy:</span></strong></p><blockquote><p><strong><span style="font-size: small; font-family: arial,helvetica,sans-serif; color: #c0c0c0;">“It seems that Strauss is providing a somewhat personal view of ‘philosophy.’ He does not deem as more than incidental to his inquiry those metaphysical aspects of classical philosophy that mattered to Plato and Aristotle; nor does Strauss attach to his ‘political philosophy’ the epistemic assumptions that mark P

Un grave error para los que no han comprendido jamás que la acción política es un aspecto más de una larvada guerra ideológica entre dos concepciones del mundo completamente antagónicas.</span></strong></span></div><div style="text-align: justify;"></div><div style="text-align: justify;"><span style="color: #c0c0c0;"><strong><span style="font-size: small; font-family: trebuchet ms,geneva;">Tampoco la “nueva derecha” representa un nuevo tipo de política conservadora frente a la ya tradicional economicista, gestionaria y demoliberal, sino que se sitúa en algún lugar “neutro” (no equidistante) entre la derecha y la izquierda (extramuros de la política), como se desprende inmediatamente de la antología de textos de Alain de Benoist publicada por Áltera (“Más allá de la derecha y de la izquierda”). Recordemos que, cuando a Drieu La Rochelle le preguntaron por su adscripción política, jugando con la posición que ocupan en los parlamentos los distintos grupos políticos a la derecha o a la izquierda del presidente de la cámara, el pensador francés se situaba, precisamente, justo por detrás de éste. Toda una declaración de principios.</span></strong></span></div><div style="text-align: justify;"></div><div style="text-align: justify;"><span style="color: #c0c0c0;"><strong><span style="font-size: small; font-family: trebuchet ms,geneva;">El propio Alain de Benoist, en la citada antología, se pregunta cuáles son las razones del retraimiento progresivo de la interferencia entre las nociones de derecha y de izquierda, precisando que «desde luego que la derecha quiere un poco más de liberalismo y un poco menos de política social, mientras que la izquierda prefiere un poco más de política social y un poco menos de liberalismo, pero al final, entre el social-liberalismo y el liberalismo social, no podemos decir que la clase política esté verdaderamente dividida» Y citando a Grumberg: «El fuerte vínculo entre el liberalismo cultural y la orientación a la izquierda por un lado, y el liberalismo económico y la orientación a la derecha por otro, podrían llevar a preguntarnos si estos dos liberalismos no constituyen los dos polos opuestos de una única e igual dimensión, que no sería otra que la misma dimensión derecha-izquierda.»</span></strong></span></div><div style="text-align: justify;"></div><div style="text-align: justify;"><span style="color: #c0c0c0;"><strong><span style="font-size: small; font-family: trebuchet ms,geneva;">Pero seguramente ha sido Ernst Jünger (“El Trabajador”) quien mejor ha descrito estos conceptos políticos. El conservador genuino –escribe Jünger- no quiere conservar éste o aquél orden, lo que quiere es restablecer la imagen del ser humano, que es la medida de las cosas. De esta forma, «se vuelven muy parecidos los conservadores y los revolucionarios, ya que se aproximan necesariamente al mismo fondo. De ahí que sea siempre posible demostrar la existencia de ambas cualidades en los grandes modificadores, en las que no sólo derrocan órdenes, sino que también los fundan». Jünger observaba cómo se fusionan de una manera extraña las diferencias entre la “reacción” y la “revolución”: «emergen teorías en las cuales los conceptos “conservador” y “revolucionario” quedan faltamente identificados …, ya que “derecha” e “izquierda” son conceptos que se bifurcan a partir de un eje común de simetría y tienen sentido únicamente si se los ve desde él. Tanto si cooperan como si lo hacen al mismo tiempo, la derecha y la izquierda dependen de un cuerpo cuya unidad tiene que hacerse visible cuando un movimiento pasa del marco del movimiento al marco del estado.» Sin comentarios.</span></strong></span></div><div style="text-align: justify;"></div><div style="text-align: justify;"><span style="color: #c0c0c0;"><strong><span style="font-size: small; font-family: trebuchet ms,geneva;">Por todo ello, queremos subrayar aquí que, con la denominación de “Nueva Derecha” –aunque no nos agrade tal calificación y optemos por la de “Conservadurismo Revolucionario”--, se hace referencia a un estilo ético y estético de pensamiento político dirigido al repudio de los dogmatismos, la formulación antiigualitaria, el doble rechazo de los modelos capitalista y comunista, la defensa de los particularismos étnicos y regionales, la consideración de Europa como unidad, la lucha contra la amenaza planetaria frente a la vida, la racionalización de la técnica, la primacía de los valores espirituales sobre los materiales. El eje central de la crítica al sistema político “occidental” lo constituye la denuncia del cristianismo dogmático, el liberalismo y el marxismo, como elementos niveladores e igualadores de una civilización europea, perdida y desarraigada, que busca, sin encontrarla, la salida al laberinto de la “identidad específica”. En el núcleo de esta civilización europea destaca la existencia del “hombre europeo multidimensional”, tanto al nivel biológico, que en su concepción sociológica reafirma los valores innatos de la jerarquía y la territorialidad, como al específicamente humano, caracterizado por la cultura y la conciencia histórica. Constituye, en el fondo, una reivindicación de la “herencia” –tanto individual como comunitaria-, fenómeno conformador de la historia evolutiva del hombre y de los pueblos, que demuestra la caducidad de las ideologías de la nivelación y la actualidad de la rica diversidad de la condición humana. Un resumen incompleto y forzado por la tiranía del espacio digital, pero que sirve al objeto de efectuar comparaciones.</span></strong></span></div><div style="text-align: justify;"></div><div style="text-align: justify;"><span style="color: #c0c0c0;"><strong><span style="font-size: small; font-family: trebuchet ms,geneva;">Entre tanto, el “Neoconservadurismo” contrarrevolucionario, partiendo del pensamiento del alemán emigrado a norteamérica Leo Strauss, no es sino una especie de “reacción” frente a la pérdida de unos valores que tienen fecha de caducidad (precisamente los suyos, propios de la burguesía angloamericana mercantilista e imperialista). Sus principios son el universalismo ideal y humanitario, el capitalismo salvaje, el tradicionalismo académico, el burocratismo totalitario y el imperialismo agresivo contra los fundamentalismos terroristas “anti-occidentales”. Para estos neconservadores, Estados Unidos aparece como la representación más perfecta de los valores de la libertad, la democracia y la felicidad fundada en el progreso material y en el regreso a la moral, siendo obligación de Europa el copiar este modelo triunfante. En definitiva, entre las ideologías popularizadas por los “neocons” (neoconservadores en la expresión vulgata de Irving Kristol) y los “recons” (revolucionarios-conservadores, de mi cosecha) existe un abismo insalvable. El tiempo dirá, como esperaban Jünger y Heidegger, cuál de las dos triunfa en el ámbito europeo de las ideas políticas. Alors que l’Union Européenne (UE) prétendait incarner un contrepoids efficace face à l’hégémonie nord-américaine, nous assistons à une nouvelle progression de l’euro-mondialisme et de l’effacement consenti de nos diverses nations européennes.</strong></p> <p style="text-align: justify;">On sait que le frénétique et versatile Nicolas Sarkozy assure la présidence tournante de l’Union Européenne pour une durée de 6 mois avant de la passer à son homologue tchèque, l’eurosceptique Vaklav Klaus. Lors de ce sommet “européen” de Marseille, le bouillant et médiatique Bernard Kouchner s’est fait remarquer par des déclarations dithyrambiques vis à vis des Etats-Unis. Lors de la rencontre informelle d’Avignon en septembre 2008, le néo-conservateur Bernard Kouchner nous avait expliqué avec emphase que “le monde avait évolué et changé”. Son but était d’élaborer un document commun aux 27 pays de l’UE, dans lequel l’Europe s’engageait à renforcer son partenariat transatlantique.</p> <p style="text-align: justify;">Lors d’une conférence de presse tenue conjointement avec l’espagnol Javier Solana, haut représentant de l’UE pour la Politique Étrangère et de Sécurité Commune (PESC) et l’autrichienne Benita Ferrero-Waldner, commissaire européenne en charge des Relations Extérieures avec l’UE, Bernard Kouchner a dévoilé 5 axes majeurs de ce document de 6 pages. Pourtant ce document ne devait pas être rendu public avant sa finalisation et avant de connaître le nom du futur locataire de la Maison Blanche à Washington. Les 5 axes en question sont : le multilatéralisme, (un leurre hypocrite), le Moyen-Orient (toujours les mêmes obsessions), l’Afghanistan et le Pakistan (tiens donc, un nouveau champ de bataille en perspective), la relation avec la Russie (avec Poutine et Medvedev, il y a du pain sur la planche !) et enfin l’attitude vis à vis de nations émergentes comme la Chine, l’Inde, le Brésil (les délocalisations dans ces contrées se multiplieront inéluctablement). Ce document est qualifié par Kouchner “de boîte à outils” que les Européens utiliseront à leur guise selon leurs conceptions propres.</p> <p style="text-align: justify;">Examinons maintenant le contenu de la logorrhée pro-américaine du bon Docteur Kouchner. Il évoque une notion floue et mensongère : le “multilatéralisme”. Ce néologisme barbare et hypocrite ne parvient pas à masquer la réalité géopolitique des Etats-Unis dont l’hégémonie impérialiste et belliqueuse ira en s’accroissant. Ce néo-conservateur flatte outrageusement les Etats-Unis : “un très grand pays”, “une puissance majeure mais non dominante”. En même temps il nous présente ce “multilatéralisme” comme une issue inéluctable avec la mondialisation et la crise financière. Continuant son charabia creux et soixante-huitard, Kouchner a déclaré “qu’aucun pays ne décide seul”, “les pays se concertent”, “nous n’imposons pas”, “nous sommes des partenaires qui exposent notre vision”. Pourtant il a eu le culot de nous parler “d’une vraie existence physique de l’Europe”.</p> <p style="text-align: justify;">Les euro-mondialistes Javier Solana et Benita-Ferrero-Waldner ont évoqué benoîtement une réunion “consensuelle” et ont de nouveau exprimé leur souhait qu’Européens et Américains continuent d’entretenir des relations privilégiées afin d’intensifier un travail commun sur les dossiers internationaux.</p> <p style="text-align: justify;">Bref, l’Union Européenne est un gadget coûteux et dangereux qui accélère la dissolution de nos États nations dans un magma mondialiste et internationaliste, dans lequel notre facteur bobo de Neuilly se retrouve comme un poisson dans l’eau.</p>

Les césures spécifiquement américaines, qui séparent les « liberals » des « conservatives » ne se perçoivent jamais clairement, tant et si bien qu’on les classe en Europe de manière binaire : entre une gauche et une droite. Les problèmes s’accumulent lorsque l’on cherche à établir une bonne taxinomie des écoles politiques et idéologiques américaines : les slogans et mots d’ordre sont si nombreux, reçoivent tant de définitions particulières qu’on ne s’y retrouve plus, surtout si l’on évoque une ancienne droite et une nouvelle droite, soit des paléo-conservateurs et des néo-conservateurs.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Pour définir les camps politico-idéologiques américains, les définitions habituelles ne sont guère de mise (sauf quand il s’agit, par exemple, du conservatisme tel que l’a défini jadis un Russell Kirk). Européens et Américains ont une expérience différente de l’histoire, nomment donc les choses politiques différemment, ce qui conduit aux confusions et quiproquos actuels. « Cum grano salis », on peut distinguer quelques différences majeures entre conservatismes européens et américains : d’abord, les conservatismes européens sont devenus sceptiques quant à l’histoire à venir ; les conservatismes américains sont nettement orientés vers le futur, sont, dans le fond, anti-historiques, dans la mesure où ils entendent maintenir l’idée fondamentalement américaine d’une société contractuelle (ils n’envisagent pas d’autres modèles). Ensuite, les conservatismes américains sont fiers de leur tradition historique continue, non brisée, que les Européens jugent « courte » ; les conservatismes européens, eux, sont contraints de tenir compte d’une longue histoire, marquée par des ruptures successives. Enfin, les conservateurs américains perçoivent de façon positive le rôle de puissance mondiale que joue leur pays, alors que les Européens se souviennent constamment du « suicide de l’Europe » (dixit Paul Ricoeur) en 1914. Et, last but not least, les conservateurs américains acceptent sans hésitation l’idée libérale d’un libre marché sans entraves, alors que les conservatismes européens critiquent tous le libéralisme.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Adhésion sans entraves au libre marché</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>La genèse des notions de « liberal » et de « conservative » nous ramène à l’ère Roosevelt (1933-1945). Les partisans de la politique social-réformiste et interventionniste / étatique du New Deal rooseveltien se dénommaient « liberals ». Les adversaires de Franklin D. Roosevelt venaient d’horizons divers : parmi eux, on trouvait des libéraux au sens économique le plus strict, qui se posaient comme les seuls véritables libéraux ; il y avait ensuite des critiques de la bureaucratie (du « big government »), en train de devenir pléthorique à leurs yeux. Enfin, du moins jusqu’à l’attaque japonaise contre Pearl Harbor, il y avait les défenseurs de l’isolationnisme. Murray Rothbard, un « libertarien », soit un extrémiste du marché, désigne cette coalition hostile à Roosevelt sous le nom de « Vieille Droite » (« Old Right »). D’après Rothbard, le terme « conservateur » n’était guère usité aux Etats-Unis avant la parution en 1953 de « Conservative Mind », le grand livre de Russell Kirk.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Les « conservateurs », qui suivaient la forte personnalité de Robert A. Taft, sénateur de l’Ohio (de 1939 à 1953) et rival républicain de Dwight D. Eisenhower en 1952, renonçaient à toute élévation du débat intellectuel en politique. Attitude qui n’a guère changé en dépit de l’émergence de courants de pensée conservateurs mieux profilés. Libéral et théoricien peu original, Peter Viereck, dans « Conservatism Revisited » (1949) s’est posé comme critique des idéologies totalitaires, le « communazisme ». Russell Kirk (1918-1994) fut donc le premier à se positionner comme explicitement conservateur et à être reconnu comme tel par l’établissement « libéral ». En se référant à Edmund Burke, le critique de la révolution française de 1789, perçue comme rupture de la Tradition, Kirk mettait l’accent sur l’origine « conservatrice » de la révolution américaine. Dans ses écrits, Kirk citait, en les comparant à Thomas Jefferson, les pères fondateurs « conservateurs », tels John Adams et les auteurs des « Federalist Papers », se référait également aux critiques européens de la révolution comme Burke ou Tocqueville. Kirk se posait également comme un conservateur écologiste, pratiquant la critique de la culture dominante, ce qui fit de lui une exception parmi les conservateurs américains, optimistes et orientés vers le futur.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>« On pourrait, pour simplifier, résumer comme suit l’histoire du conservatisme américain : Russell Kirk l’a rendu respectable ; William Buckley l’a rendu populaire et Ronald Reagan l’a rendu éligible » (citation de J. v. Houten). En effet, les conservateurs doivent à William F. Buckley, né en 1925, d’avoir pu accroître leurs influences au sein du parti républicain et d’avoir percé pendant l’ère Reagan. Ils doivent ces succès au réseau de revues et de « think tanks » que Buckley a tissé dès les années cinquante, dont l’ « American Heritage Foundation », créé en 1973.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Buckley, comme le rappelle son livre « God and Man at Yale » (1951), était un catholique fervent. Il débarque un beau jour à Yale dans le bastion du « liberalism » à l’américaine, dominé par les agnostiques, les athées et les unitariens post-chrétiens, variante du protestantisme aligné sur l’idéologie des Lumières. En 1955, ce fils d’un millionnaire du pétrole fonde la « National Review », autour de laquelle se rassembleront des personnalités très diverses, toutes étiquetées, à tort ou à raison, comme « conservatrices » : des libertariens à Kirk lui-même. Dans ces années-là, où la « New Left » connaissait son apogée, le groupe « Young Americans for Freedom », lancé par Buckley, constituaient déjà un contrepoids politique. Et puisque Buckley, récemment, a critiqué les stratégies de Bush, quoique de manière très modérée, on peut le considérer aujourd’hui comme un représentant des « paléo-conservateurs ».</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Le conservatisme américain, nous l’avons constaté, est un champ fort vaste dont les idéologèmes et les stratégies ne se sont cristallisés que depuis quelques décennies, contrairement à ce que l’on observe chez les conservateurs européens. Aujourd’hui, c’est évidemment George W. Bush qui domine l’univers conservateur américain. Bush se déclare « conservateur », plus exactement le continuateur de l’œuvre politique de Reagan que tous vénèrent en oubliant qu’il était au départ un « liberal ». Les Républicains doivent leurs succès électoraux depuis Reagan à un courant profond, agitant toute la base aux Etats-Unis, courant qui englobe le patriotisme (la fierté de s’inscrire dans une tradition de liberté) et les « valeurs » conservatrices (la famille, la religion, la morale, l’assiduité au travail, etc.).</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Les hommes politiques qui veulent réussir en tant que « conservateurs » sont dès lors contraints de chercher le soutien de la « droite chrétienne ». Par ce vocable, il faut entendre cette immense masse d’électeurs liés aux mouvements religieux du renouveau protestant, animé par les « évangélisateurs ». Ce conservatisme théologien, partiellement fondamentaliste, rassemble des groupements où l’on retrouve les « Southern Baptists », le plus grand groupe protestant organisé, les pentecôtistes (notamment les « Assemblies of God ») et, bien sûr, les « méga-églises » des télé-évangélistes. Tous ensemble, ces mouvements évangéliques alignent quelque 80 millions de croyants, ce qui les place tout juste derrière les catholiques, qui restent le groupe religieux chrétien le plus nombreux aux Etats-Unis.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Certains évangélistes toutefois, et pas seulement les Afro-Américains, estiment que leur foi peut s’exprimer chez les démocrates. Religion et race se mêlent souvent : ainsi, Pat Robertson, étiqueté de « droite », et Jesse Jackson, étiqueté de « gauche », appartiennent tous deux au mouvement qui soutient les Baptistes et le sanglant « seigneur de le guerre » Charles Taylor au Libéria.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Malgré la très forte pression que la « droite religieuse » exerce aux niveaux locaux, voire dans certains Etats, elle n’a presque aucune influence au niveau fédéral. Ainsi, le candidat à la Présidence, Mitt Romney, appartient à la secte des Mormons, considérée comme éminemment conservatrice, ce qui ne l’a pas empêché d’être élu gouverneur du Massachusetts, Etat à majorité « libérale ». Le pentecôtiste John D. Ashcroft, représentant notoire de la « droite religieuse », fut ministre de la justice dans le premier cabinet de George W. Bush. Il serait faux, toutefois, de dire qu’après le choc du 11 septembre 2001, le bellicisme de l’actuel président américain, qui prétend être un « chrétien re-né » tout comme son adversaire Jimmy Carter, découle en droite ligne de sentiments religieux qui lui seraient propres.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>La politique extérieure américaine est marquée depuis longtemps par les néo-conservateurs, comme on le constate sous le républicain Reagan avec Jean C. Kirkpatrick ou sous le démocrate Bill Clinton avec Madeleine Albright. Sous Bush Junior, les « neocons » tirent toutes les ficelles seulement depuis le retrait de Colin Powell. L’exécutif qui a programmé la politique moyen-orientale et déclenché la seconde guerre d’Irak alignait des hommes comme Dick Cheney, Donald Rumsfeld, Paul Wolfowitz et Richard Perle.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Tous ceux qui ont forgé le vocable « neocons » viennent à l’origine, comme d’ailleurs aussi bon nombre de paléo-conservateurs, du camp de la gauche (des « liberals ») ; on trouve dans leurs rangs des intellectuels de la gauche progressiste, issu des milieux juifs, qui se sont détachés du Parti démocrate au cours des années 70. Les meilleurs plumes de ce groupe furent Irving Kristol, avec sa revue « The Public Interest », Norman Podhoretz, avec « Commentary », et le sociologue Daniel Bell (« La fin des idéologies », 1970).</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>La définition usuelle du néo-conservatisme nous vient de Kristol : « Un conservateur est un homme de gauche, qui a été frappé de plein fouet par le réel ». Ce bon mot ne nous révèle que la moitié de la « réalité » : il pose le néo-conservateur, ex-homme de gauche, simplement comme celui qui n’accepte plus et critique les programmes sociaux pléthoriques lancés par les Démocrates. En fait, le néo-conservateur veut surtout une politique étrangère musclée : ainsi, le fils d’Irving Kristol, William Kristol (revue : « The Weekly Standard ») veut que cette politique étrangère américaine instaurent partout une « démocratisation », selon des critères déterminés depuis longtemps déjà par la vieille gauche interventionniste.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Pat Buchanan : vox clamans in deserto</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Les « anciens conservateurs », ou paléo-conservateurs, qui avaient jadis forcé la mutation sous Reagan, entre 1981 et 1989, ont perdu depuis bien longtemps toute influence. Ainsi, Pat Buchanan n’est plus qu’une voix isolée dans le désert depuis des années, alors qu’il fut l’un des rédacteurs des discours de Nixon, puis conseiller de Reagan. Il tenta, rappelons-le, de lancer un parti réformiste et échoua dans sa candidature à la présidence en 2000. Il est redevenu républicain par la suite. En politique intérieure, Buchanan, catholique traditionnel, dont on se moque en le traitant de « conservateur paléolithique », lutte contre les « libertés » nouvelles que veulent imposer les « liberals » et les libertariens (avortement, mariage homosexuel, euthanasie).</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Buchanan est protectionniste, s’oppose à la société multiculturelle et à l’immigration qui modifie de fond en comble le visage de l’Amérique. Sur le plan de la politique extérieure, il défend un isolationnisme modéré et s’inquiète des pièges que recèle l’interventionnisme global voulu par les « neocons ».</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Il me reste à mentionner –et à saluer- un combattant isolé, qui pourfend le « culte de la faute » choyé par de nombreux « liberals » (et par leurs homologues allemands), culte qui sert à promouvoir l’idéologie de la « correction politique » (les « Gender studies », les codes anti-discriminatoires de tous acabits, le multiculturel, etc.) : ce combattant n’est autre que l’historien des idées Paul Gottfried. Mais, malgré Buchanan et Gottfried, les paléo-conservateurs n’ont plus aucun influence notable, ni dans les universités ni dans les médias, a fortiori dans l’établissement politique.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Quelles conclusions peut-on tirer de la topographie que je viens d’esquisser ici ? Après la disparition graduelle des paléo-conservateurs, les nationaux-conservateurs allemands auront bien des difficultés à trouver des alliés Outre-Atlantique. Sans doute, seuls les chrétiens à la foi très stricte trouveront des frères en esprit pour toutes les questions morales chez les évangélisateurs ou les conservateurs catholiques.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Personnellement, je ne trouve, dans ce camp conservateur américain (toutes tendances confondues), aucune position qui me sied. Si je suis éclectique, je trouverai peut-être quelques points d’accord avec Russell Kirk, mais seulement quand il appelait en 1976 à voter pour le « démocrate de gauche » Eugene McCarthy. Quand je pense à l’idéologie qui domine la RFA aujourd’hui, je suis souvent d’accord avec Paul Gottfried, qui avait dû quitter, enfant, le IIIième Reich national-socialiste. Enfin, je lis toujours avec beaucoup d’intérêt les textes des intellectuels américains qui s’opposent à l’interventionnisme.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Vu que nous assistons à une orientalisation, soit une islamisation croissante de l’Europe occidentale les analyses clairvoyantes de nos temps présents par Samuel P. Huntington méritent que nous y consacrions toute notre attention ; Huntington nous annonce le déclin de l’Occident en général et la perte d’identité européenne des Etats-Unis. Aujourd’hui âgé de 80 ans, ce professeur de Harvard n’est toutefois pas étiqueté « conservative » mais considéré comme un représentant du « liberal establishment ».</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>S’intéresser aux relations intellectuelles transatlantiques est une bonne chose et permet de se comprendre réciproquement. Jusqu’ici, le monde universitaire s’est limité à importer en Allemagne et en Europe le prêchi-prêcha du « politiquement correct » des « liberals », y compris les expressions du mépris que vouent les gauches à Bush qui, quand elles sont satiriques, satisfont leur orgueil blessé. Une poignée de conservateurs allemands critiquent aujourd’hui l’idéologie importée des « liberals » (qui s’expriment en Allemagne sous des oripeaux «écologistes ») mais cette démarche est insuffisante. Face à l’immigration de masse qui menace directement l’existence du peuple allemand, en tant que peuple porteur d’histoire et en tant que nation historique et politique, et l’avenir même de l’Europe toute entière, nous devons, en première instance, procéder à une analyse factuelle et objective de la situation et ne pas ergoter et pinailler sur nos préférences intellectuelles ou rêver à d’hypothétiques coalitions qui ne viendront jamais.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>La politique extérieure américaine se caractérise depuis l’immixtion des Etats-Unis dans la politique mondiale (au moins depuis 1917) par la double nature de la puissance et de la morale qu’elle révèle. La conscience qu’ont les Américains de mener à bien une « mission » inspire cette politique globale ou planétaire, et vice-versa, dans la mesure où les démarches concrètes de cette politique étayent la vision messianique que distille la religiosité américaine.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Henry Kissinger était une exception : il se posait comme « réaliste » et les notions de « mission » ne l’intéressaient pas vraiment. Depuis la montée en puissance des « neocons », qu’ils soient adhérents des démocrates ou des républicains, l’aspect idéologique et para-religieux de la politique extérieure des Etats-Unis est passé à l’avant-plan. Force est de constater que les assises fondamentales de la politique extérieure des Etats-Unis réconcilient, in fine, les « liberals » et les « conservatives » : il nous suffit d’énumérer les grands événements de ces quinze ou vingt dernières années, avec l’élargissement de l’OTAN aux pays d’Europe centrale et orientale, avec la politique balkanique (de Madeleine Albright), avec l’appui qu’apporte Washington à la candidature turque à l’UE, aux conflits qui ensanglantent le Proche- et le Moyen-Orient, etc.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Par ailleurs, la politique extérieure américaine se montre souvent fort dépendante des fluctuations de l’opinion publique intérieure. Hillary Clinton et d’autres candidats à la Présidence commencent à caresser cette opinion dans le sens du poil, en songeant à l’investiture de 2008, car, en effet, si les troupes américaines doivent se retirer d’Irak aussi peu glorieusement qu’elles se sont retirées du Vietnam, la politique extérieure américaine se trouvera confrontée à ses propres misères, aux monceaux de ruines qu’elle aura provoquées.</strong></p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"> </p> <p style="margin: 0cm 0cm 0pt;" class="MsoNormal"><strong>Quel rôle jouera la Turquie dans ce scénario ? Rien n’est certain.
