<p>J'apprends dans la presse que Christine Lagarde veut contrôler les agences de notation. Je me demande bien comment elle va s'y prendre. Je comprends de son attitude que les agences de notation ne sont pas très "gentilles", avec les Etats. Pourtant, <a href="http://h16free.com/2010/05/03/2663-quel-delai-separe-la-france-de-la-grece">elles ne font que leur job</a>, in fine, qui est de considérer la situation financière, les perspectives d'évolution, et les capacités de remédier en l'état aux difficultés budgétaires. Moody's, Standard and Poor's et Fitch sont les principales agences de notation. J'ai lu dans la presse que les trois étaient américaines. C'est faux. Fitch est française, enfin, très exactement, une filiale d'une société française.</p> <p>L'agence Fitch dépend à 60% de la <a href="http://www.fimalac.com/">FIMALAC</a>, une holding financière française. Or, il se trouve que la Fimalac est impliquée dans de nombreux mécénats, notamment dans les domaine de la culture et de l'égalité des chances. Elle contribue notamment largement au financement et à la diffusion de la <a title="Revue des deux mondes" href="http://www.revuedesdeuxmondes.fr/home/index.php">Revue des Deux Mondes</a> ; elle mène aussi une action de partenariat avec le Musée du Louvre, particulièrement <a href="http://www.fimalac.com/mecenat/AM-mecene-du-louvre.html">dans le département des antiquités grecques, romaines et étrusques</a> où elle a permis la restauration de nombreuses pièces. Cette fondation est particulièrement active dans l'éducation prioritaire d'île de France.</p> <p>Ce bref portrait m'intéresse, parce qu'il bat en brèche les déclarations intempestives et les idées reçues sur les affreux financiers aux longs crocs qui feraient le malheur du bon peuple. La réalité est en fait bien plus contrastée ; il existe une action sociale, assez souvent ignorée du grand public, des ténors de la finance et de l'économie mondiale, qui apporte beaucoup à la société dans différents pays. Ainsi se trouve mise à mal la figure du vil capitaliste forcément américain s'empiffrant sur le dos du salarié.</p> <p>Ceci ne signifie pas pour autant que les agences et les sociétés de services financiers sont des oeuvres de charité, loin de là évidemment, mais il ne faut pas leur ôter, sous couvert d'idéologie et de démagogie, une fonction sociale souvent ignorée.</p>
