Western wildfires fanned by windy, dry conditions

Wildfires forced thousands of people from their homes in Arizona and Colorado as firefighters fought to keep one massive blaze out of New Mexico, where flare-ups that skipped along treetops threatened a small mountain town.

Arizona's massive Wallow fire, burning since May 29, had grown to 706 square miles, or more than 452,000 acres, by Monday as containment increased to 18 percent. It burned perilously close to the New Mexico state line, just about a mile from the working-class community of Luna, where residents were warned to be prepared to flee.

In the state's opposite corner, near the Colorado border, a wildfire fanned by high winds that has forced hundreds of people from their homes more than doubled in size to an estimated 6,000 acres.

"We're watching trees explode before our eyes. It's horrendous," said Barbara Riley, a schoolteacher and bed-and-breakfast owner in the northeastern New Mexico community of Raton. A 20-mile section of the main north-south highway through New Mexico and Colorado remained closed, causing hundreds of travelers to drive hours out of their way.

Crews worked furiously to protect Luna from the Wallow fire, after a successful weekend of no major fire growth despite gusting winds and dry conditions.

Hundreds of firefighters worked along U.S. Highway 180 between Luna and the state line, hacking down brush, using chain saws to cut trees, and burning fuel in the fire's path.

At Luna Lake in Arizona, just a few miles from town, helicopters collected water and flew west to attack flames sending up thick, gray smoke.

Catron County Undersheriff Ian Fletcher said the roughly 200 Luna residents hadn't yet been ordered to leave, but evacuation plans were in place.

Fire spokesman Sean Johnson said the work crews have done clearing brush and setting their own fires to burn off fuel along the state line has so far spared Luna from the inferno.

"That's what's saved the town," Johnson said. "The line is holding. There's no fire in New Mexico that we haven't set ourselves."

Roughly 7,000 residents of the two Arizona mountain towns of Eagar and Springerville on the fire's northern edge were allowed back home over the weekend. Crews had stopped the blaze's northern advance and were trying to corral its eastern push into New Mexico.

Officials continued to express optimism that their efforts were paying off.

"It's getting better every day," said fire spokesman Kelly Wood.

The blaze is the second largest in Arizona's history, although it has burned only 31 homes, four rental cabins and 36 outbuildings. The state's largest blaze, the 2002 Rodeo-Chediski fire, burned 732 square miles and destroyed 491 buildings.

About 2,700 people who live in several Arizona resort communities in the Apache-Sitgreaves National Forest remained under an evacuation order. Fire officials said they were working to make the picturesque hamlets of Alpine, Nutrioso and Greer safe for residents to go home, possibly within the week.

Greer, considered the jewel of eastern Arizona's summer havens, lost more than 20 homes and a couple dozen outbuildings as flames moved into the valley last week.

The wildfire near the New Mexico-Colorado border started Sunday on the west side of Interstate 25 and jumped to the east side later that day. Up to 1,000 people were asked to leave their homes northeast of Raton.

The fire prompted the closure of I-25 from Trinidad, Colo., to Raton, sending summer motorists on lengthy detours. Fire officials said at least two structures had burned, but they couldn't say whether they were homes, businesses or outbuildings.

The blaze more than doubled in size in a matter of hours Monday, to about 9 square miles, as crews worked to protect structures.

"It looks like your worst nightmare," Raton Mayor Neil Segotta said after he saw the plume of smoke rising from the hills outside the city.

Another wildfire in southern Colorado spread to about 1,000 acres and forced the evacuation of a church camp. Crews were attacking the blaze near Westcliffe from the air after it broke out Sunday and quickly spread in dry conditions.

Meanwhile, in southeastern Colorado, crews were close to containing three large wildfires that broke out last week.

Several other fires were burning around Arizona, including a huge blaze near the southeastern border town of Portal that has burned more than 232 square miles since May 8. It was about 50 percent contained. Another fire that broke out Sunday outside Sierra Vista near the Coronado National Memorial also forced evacuations.

HARRISBURG, Pa., June 7, 2011 /PRNewswire-USNewswire/ -- The "Art of the State: Pennsylvania 2011" exhibition, showcasing the talent, creativity and diversity of Pennsylvania's established and emerging artists, will open to the public on Sunday, June 19, at The State Museum of Pennsylvania.

First-, second- and third-place honors are awarded in painting, photography, sculpture, craft and works on paper. Cash awards for each category are $500 for first place, $300 for second and $200 for third. In addition, the William D. China should address Mongol demands: state media

Authorities in China's Inner Mongolia should address the "reasonable" grievances of ethnic Mongols who have staged protests, but their actions are not "politically driven", a state newspaper said Tuesday.

The northern region has seen a wave of demonstrations triggered by the May 10 killing of an ethnic Mongol herder by a Han Chinese driver which have laid bare simmering resentment over what some perceive as Chinese oppression.

But the English-language Global Times, a tabloid with links to the ruling Communist party, said in a commentary that the protests -- which prompted a major security clampdown -- were about economic anxiety, not ethnic strife.

"The Mongolian protests... are not a politically driven demonstration. Some of their requests are reasonable, and should be responded to by the local government," the newspaper said.

But it rejected as "improper" any link between the situation in the region bordering Mongolia and outbursts of ethnic turmoil in Tibet in 2008 and in the remote northwestern region of Xinjiang in 2009.

"Social conflicts are on the rise in China and ethnic minority areas are no exception. But the incidents there should not be exaggerated or over-interpreted," it said.

"Anger of local Mongolians toward the Han driver is understandable. The anger is also partly a result of their anxiety over a wave of industrialisation, and how the mining industry might affect their lives."

The herder had been among a group of Mongols who attempted to block a convoy of coal-hauling trucks in the Xilingol area, according to the US-based Southern Mongolian Human Rights Information Center.

Many of China's six million ethnic Mongols have expressed frustration at what they say is an influx of members of China's dominant Han ethnic group triggered by the region's rich coal and other energy deposits.

Some say that influx has displaced herders, destroyed grazing lands and killed livestock.

Areas of Inner Mongolia were under tight security on Monday, as authorities looked to stave off any further protests. The last demonstration reported by the US-based rights group took place Saturday.

The Global Times, citing residents, reported Tuesday that the protests were "over".

Report: Sales of foreclosed homes fell in 1Q

Sales of homes in some stage of foreclosure declined in the first three months of the year, but they still accounted for 28 percent of all home sales — a share nearly six times higher than what it would be in a healthy housing market.

Foreclosure sales, which include homes purchased after they received a notice of default or were repossessed by lenders, hit the highest share of overall sales in a year during the first quarter, foreclosure listing firm RealtyTrac Inc. said Thursday.

"It's an astronomically high number," said Rick Sharga, a senior vice president at RealtyTrac. "In a normal market, you're looking at the percentage of homes sold in foreclosure to be below 5 percent."

The pace at which homes are entering the foreclosure process has slowed in recent months amid bank and court delays. But distressed properties remain a fixture of a housing market still searching for a sustained recovery. The properties, often in need of repair, typically sell at a discount, weakening prices for other types of homes.

As a slice of all home purchases, foreclosure sales peaked two years ago at 37.4 percent. In the first quarter, they rose from 27 percent in prior quarter, but fell from 29 percent a year earlier, according to RealtyTrac.

Sales of foreclosure properties didn't fare much better than other types of homes, however.

In all, 158,434 homes in some stage of foreclosure were sold in the first quarter, down 16 percent from the last three months of 2010 and down 36 percent versus a year ago. Sales of all other types of homes also declined sharply, according to RealtyTrac's figures, which differ from other home-sales estimates.

While the number of bank-owned properties sold declined, they grew as a share of all home sales. Bank-owned homes accounted for nearly 19 percent of all sales, up from 17 percent in the fourth quarter and up from 18 percent a year ago, the firm said.

That's not good news for the housing market.

RealtyTrac estimates there are 872,000 homes that have been repossessed by lenders, but have yet to be sold. At the first-quarter's sales pace, it will take three years to clear the inventory of 1.9 million properties already in some stage of foreclosure.

For bank-owned properties alone, that amounts to a 2-year supply.

"Clearly, the housing market is not out of the woods," Sharga said.

Homebuyers who purchased a bank-owned home in the first quarter saved an average of 35 percent versus the average price of other types of homes, RealtyTrac said.

That discount is unchanged from the previous quarter, but up from an average of 33 percent a year ago.

Buyers who snapped up other homes in the foreclosure process, including short sales, got an average discount of 9 percent, the firm said. That's down from an average of 13 percent in the fourth quarter and an average of 14 percent a year ago. In a short sale, the seller and their lender agree to sell the home for less than what is owned on the mortgage.

The biggest foreclosure discounts were to be had in Ohio, where foreclosure properties sold for an average of 41 percent less than other types of homes, RealtyTrac said.

The average sales price of a foreclosure property was $168,321, down 1.9 percent from the fourth quarter and 1.5 percent from the first quarter last year, the firm said.

At a state level, Nevada led the nation with foreclosure sales accounting for 53 percent of all home sales, RealtyTrac said. That was down from 59 percent the year before.

The state has the highest foreclosure rate in the nation and an inventory of nearly 28,000 bank-owned properties on bank's books. Buyers scooping up foreclosure properties there in the first quarter got an average discount of nearly 18 percent compared to the average sales price of other types of homes, RealtyTrac said.

In California, foreclosure sales accounted for 45 percent of all home sales in the first quarter, down from nearly 48 percent a year earlier. The average foreclosure property sold for nearly 34 percent less than the average sales price of homes not in foreclosure.

In Arizona, foreclosure sales represented 45 percent of all home sales for the quarter, down from 47 percent a year earlier.

Several other states had foreclosure sales that accounted for at least one quarter of all home sales in the first quarter: Idaho, Florida, Michigan, Oregon, Virginia, Colorado, Illinois, Georgia and Ohio.

John Paul II 'miracles' posted on Vatican website

Stories of miraculous healings attributed to late pope John Paul II are being posted on a Vatican website that has already collected thousands of reports ahead of his beatification on May 1.

Tales of lives saved, sicknesses cured and families reunited from across Europe have been told in Spanish, French, English, Portuguese, Polish and Italian on the Holy See's beatification website (www.karol-wojtyla.org).

John Paul II was set on the road to beatification after the Vatican confirmed he had worked a miracle -- the healing, apparently unexplainable by science, of a French nun affected by Parkinson's who had prayed to be cured.

The Vatican will have to prove a second miracle to make him a saint and since 2006 has been collecting the testimonies of those who say the ex-pontiff has miraculously intervened in their lives.

Many stories speak of "sudden" recoveries from cancer or other devastating illnesses "against the odds." Others describe how the ex-pontiff helped them through moments of despair at work or with tumultuous love stories.

Some confessed they had been living an irreligious life or worshipping pagan gods before rediscovering their Catholic faith thanks to his intervention.

Others wrote that John Paul II appeared to them in a vision or dream during high-risk surgery or life-threatening accidents, helping them to fight for their lives or bear the pain.

Upwards of 400,000 people are expected to descend on Rome for the beatification of the charismatic pope, who reigned for nearly 27 years before succumbing to Parkison's disease in 2005.

The beatification period was fast-tracked as mourners clamoured for John Paul II to be made a saint. Pope Benedict XVI waived the usual five-year waiting period, allowing the process to begin soon after he died.

Potash Corp profit more than doubles; raises forecast

TORONTO (Reuters) – Potash Corp, helped by rising demand for fertilizer as world food prices soar, has doubled its profit and issued far stronger forecasts for the year ahead, sending its shares more than 3 percent higher on Thursday.

The Canadian company, the target of a failed $39 billion hostile bid last year, also announced a three-for-one split of its common shares and increased its cash dividend.

Analysts said those moves demonstrate the confidence that the world's largest fertilizer producer has in the market's long-term strength, based on the view that global food price inflation will persist.

"Things look really strong," said Gleacher & Co. analyst Edlain Rodrigues. "The outlook is very solid - they raised their guidance and raised (potash) volume assumptions too ... Things are really looking good."

Rodriguez said growth will now depend upon Potash Corp's ability to keep raising prices for its namesake crop nutrient, which comes from underground mines mainly in its home province of Saskatchewan in western Canada.

Demand for fertilizers is at its strongest in years, as farmers rush to maximize yields after a surge in grain prices last year. Earlier this month, the United Nations food agency said food prices had risen to record highs in December and that some grains could climb even further.

The price of corn alone has more than doubled over the last six months, while wheat, soybeans and other crops have also risen sharply.

While adverse weather patterns triggered the latest spurt, the jump also aggravated longer-term concerns about global food security as emerging economies compete for limited agricultural resources.

Shares of Potash Corp recently hit a 28-month high of $174.31 in New York. That was well above the $130 offered last summer by mining giant BHP Billiton, whose bid was blocked by the Canadian government in November.

The gain, which Potash Corp Chief Executive Bill Doyle had predicted during the takeover battle, reflects the bullish outlook for agricultural inputs in general and fertilizers in particular.

Shares of the company rose $5.38, or 3.2 percent, to $174 before the morning bell on Thursday.

The 3-for-1 split announced late Wednesday effectively cuts the price of an individual Potash Corp share after a 70 percent increase over the past year. The move will help improve trading liquidity and encourage more retail investors to invest in the company, analysts say.

QUARTERLY RESULTS

Potash Corp's fourth-quarter net income rose to $482.3 million, or $1.61 a share, from $239.2 million, or 79 cents, a year earlier. The company said costs related to the takeover battle reduced profit by 16 cents a share.

Revenue rose 65 percent to $1.81 billion, on the back of higher prices for its nitrogen, phosphate and potash products.

Analysts on average had forecast earnings of $1.65 a share, on revenue of $1.62 billion, according to Thomson Reuters I/B/E/S.

The company raised its 2011 earnings forecast to a range of $8.40 to $9.60 a share. In October, it had forecast full-year 2011 earnings of $8 to $8.75 a share. The Wall Street consensus for 2011 earnings is currently at $8.89 a share.

Potash Corp also forecast first-quarter earnings of between $2.10 and $2.70 a share. Analysts have been looking for earnings of $2.24 a share in the quarter.

After adjusting for the stock split, the company expects first-quarter earnings of 70 cents to 90 cents a share, with full-year 2011 earnings of between $2.80 and $3.20 a share.

The company has earmarked $2.0 billion for capital expenditures in 2011, with $1.4 billion going toward potash expansion projects.

Potash Corp now expects 2011 potash shipments of 9.5 million to 10 million tonnes. It had earlier forecast sales shipments of 9.3 million tonnes.

The dividend will increase to 21 cents from 10 cents a share on a pre-split basis. On a post-split basis the payout will equal 7 cents a share.

The company will pay out the stock split to shareholders in the form of a stock dividend, with each receiving two additional shares for each share owned on the record date of February 16. The plan is subject to regulatory approval.

VANCOUVER, British Columbia (Reuters) – Canadian authorities spent more than C$100 million ($98 million) to catch and convict serial killer Robert Pickton, who preyed on Vancouver sex trade workers and disposed of their bodies on his pig farm.

The police investigation, including a more than year-long search of the farm after his arrest in 2002, cost British Columbia about C$70 million, according to a budget document quietly released by the provincial government late on Monday.

The actual cost of the investigation was significantly higher because the province was only responsible for 70 percent of the costs, with the rest paid by the federal government, according to the document.

Additional court costs included more than C$12 million in public funding for Pickton's defense team, and nearly C$2.5 million to assist families of the victims during the years of legal proceedings, the according to the document.

Pickton was convicted of killing six women and is believed connected with the deaths of more than 50 women who disappeared from Vancouver's drug-infested Downtown Eastside neighborhood over a decade before his arrest.

The Supreme Court of Canada upheld the conviction in July.

The provincial government has launched an inquiry into why it took police years to acknowledge a serial killer was preying on the city. Police have apologized for missing clues they say could have led to Pickton's earlier arrest.

Breast Cancer Awareness: Mammogram Questions Answered by Margaret Keuffer, RTRM

As you've probably deciphered from the presence of pink ribbons and media attention on the subject, October is National Breast Cancer Awareness Month. This is a time to remember those affected by breast cancer, raise awareness on the topic, and remind people everywhere the importance of breast health.

Early detection is a key to surviving breast cancer, and mammograms are the best screening tools to do just that.Most women realize the importance of mammograms, but many don't understand the specifics of the procedure.

In an effort to spread mammogram and breast health education, Margaret Keuffer, a registered technologist in radiography and mammography, has agreed to an interview. Keuffer has 35 years of experience on the topic, including experience as a director of radiology and as a speaker for breast health/mammogram seminars.

Z.J.: What kinds of breast cancers can mammograms detect? Can they detect other things besides cancer?

Keuffer:There are many different types of breast cancer that mammograms can detect, and which stage the cancer is at when found is also important. The most common types are listed .

Screening Mammograms also find many non-cancerous or benign structures in the breast. The most common are fibroadenomas, or fibrocystic breast tissue. These benign tumors are composed mostly of fatty tissue and feel lumpy-bumpy in the breast. There are various types of benign cysts as well. Post menopausal women have a less chance for these findings. They are most common in younger women.

Z.J.: What breast issues, if any, can they not detect?

Keuffer:Some breast cancers that show as suspicious findings on a Screening Mammogram are better visualized with the aid of ultrasound. Other breast cancers, usually containing tiny calcifications, are better visualized with additional specialized views called a Diagnostic Mammogram.

Z.J.: You mentioned that sometimes findings can be visualized on an ultrasound. Why are mammograms preferred over ultrasounds?

Keuffer:Often times, patients who have been called back for a follow up to their screening mammogram for an ultrasound show up for their next annual screening mammogram and demand to have an ultrasound only because they don't want the compression for each screening view. Unfortunately, ultrasound is a very useful tool only for cystic, or fluid filled structures. A screening mammogram is the best screening tool currently available to visualize the entire breast.

Z.J.: High risks groups aside, when should women begin getting mammograms and how often?

Keuffer:In the U.S.A., medical facilities and practitioners follow the American Cancer Society's guidelines for screening mammography. While there has been controversy over the years, it is strongly recommended to have the first screening mammogram performed at age 35. This will be the baseline mammogram. Then annual screening mammograms start at age 40 (unless family history or physical findings indicate earlier).

Early detection is the best protection. Why wait more than 1 year for your next mammogram?

Z.J.: Another well-known detection tool is a self breast exam. Would you like to share any tips on these?

Keuffer: Performing monthly breast self exam should begin at age 20. Perform this exam 7 - 10 days after the menstrual period. For post menopausal women, choose the same day each month. Have a physical breast exam performed by your practitioner every 1 - 3 years or sooner if you find something during your monthly self exam.

Ask your doctor to instruct you in the correct technique. The object is to remember you're not on safari looking for breast tumors! MEMORIZE what your breast tissue feels like, so when a change occurs, you'll know. YOU are on your own front lines; be a partner with your doctor.

Z.J.: What should women expect when they get their first mammogram?

Keuffer:When having your first baseline mammogram, expect to have four standard views total performed; two views each breast. If the breast is larger than the image receptor, more than one exposure will be necessary to obtain one full image of all the breast tissue.

Z.J.: What can women do to best prepare for the examination?

Keuffer: To prepare for your mammogram it is recommended the patient schedule her mammogram when her hormone level is at its lowest. This would be 7 - 10 days after her menstrual period ends. The breasts are less tender at this time.

Do not wear any deodorant, lotions, powders, creams or talcs on the chest, breasts or armpits, and especially do not wear any perfumes with glitter in them! Minute particles in these products embed in the skin pores and appear as positive findings on your mammogram, giving you a false positive report. If you forget, tell the technologist what product you wore and where, and she will have you wash yourself.

Also, stop ingesting caffeine for three days prior to your scheduled mammogram as caffeine causes breast pain in many women.

Z.J.: Women often complain because of the compression. Why is such compression necessary and what can women do to alleviate the pain?

Keuffer:Breast compression is vital to obtain the best possible image. Mammography is not 3D, so structures overlying each other are often hidden. Compression spreads the tissues apart and allows the radiologist interpreting your images the most amount of information. Visualize a bowl of Jell-o with different types of fruit inside it; looking straight down, you have no idea how many pieces of fruit are hiding underneath each other. Compression allows these structures to spread apart.

To help yourself during the compression portion, allow all your upper body muscles to go limp. The technologist often tells you to relax. Through gritting teeth and stressed muscles the patient yells," I AM RELAXING!"

Tense, stressed, taught chest, arm and hand muscles make the compression HURT. Drop the shoulders limp, breathe, drop the fists limp, and don't GRAB the bar. Grabbing the bar causes the muscles from the hand all the way to the chest wall muscle tense.

Don't "assist" the technologist by sticking your chest out, or lifting your own breast onto the image receptor. Positioning of your breast is crucial, and the technologist is the expert.

Don't keep trying to "look" at your breast during positioning and compression, it pulls the breast away from the image receptor and the technologist will likely have to repeat the image. Nobody wants repeats.

Allowing your muscles to go limp, listening, and obeying the technologists instructions will make your mammogram faster and pain free. If you happen to be a patient with painful breasts, talk to your doctor beforehand and ask if you should take Tylenol, Motrin, etc. to help yourself before you arrive.

Z.J.: What effect do breast implants have on mammograms? Do women with breast implants have additional risks as far as the compression is concerned? If a woman does have implants, what should she tell her doctor?

Keuffer:Women who have breast implants always get two complete set of mammogram exams. One set as you are, and the second set with the implants displaced forward, compressing only your breast tissue. The first set is to check for the integrity of the implants. The second exam is to visualize your breast tissue. Because of the force impressed upon the natural breast tissue by the implants, it is seldom possible to visualize all of your natural breast tissue, which can lead to missing a breast cancer.

Compressing the implant will never cause it to break. The implants are made to withstand far more pressure than the necessary amount of compression exerts.

If you go to a different facility year to year for your mammograms, always contact the prior facility and request those past mammograms. You need them for the radiologist to compare the new exam to.

Z.J.: Do you have any additional tips or information about mammograms you'd like to share?

Keuffer: It's important to arrive early for your mammogram appointment. You have to fill out history information every year. Most facilities today allow 15 - 30 minutes per patient; if you are late, don't be surprised if you are told you need to reschedule. It isn't fair to make all the patients scheduled after you wait.

Z.J.:Personally, why do you believe spreading information about mammograms is so important?

Keuffer: When mammography technology started improving greatly in the 1980's, they also started collecting data on breast cancers found. Back then, the statistics were 1 in 10 women will develop breast cancer sometime in their life span, most of these post menopausal.

Today, the statistics are 1 in 7 women. This isn't because there are more breast cancers out there; it's because we have done a better job getting women in to have their screening exams done. We must continue getting women in, dispelling the fears of compression and the fears of cancer. So many improvements have been made in treatments because the cancers are being detected at earlier stages then prior decades. Women are not only surviving, but living longer. Early detection is the best protection.

Z.J.: Finally, what aspect of your job would you say is the most rewarding?

Keuffer: The most rewarding part of being a mammographer is being an integral part of the team that does the screening and diagnostic mammograms, the ultrasounds, and assists the radiologist performing the biopsies. Catching these breast cancers at their earliest stages is the best part. Performing the positioning and compression is an art as well as a science. Mammographers learn to see the internal breast structures in 3D in their mind's eye, allowing more creativity in obtaining the utmost best images when the patient is not physically able to participate in the procedure due to physical disabilities and other reasons.

A croire que je ne fais que cela, du poker, et bien c'est pas faux. En fait ce n'est pas tout à fait vrai, mes weekends sont pris par mes activités habituelles, ski à la montagne, soldes à Londres, golf à Paris et puis bien sur les JO et les matchs de rugby ou de foot dans les pubs que j'adore (vous connaissez le Carr's? un pub irlandais dans le 2ème, il est très bien, je vous le conseille).

Donc pour moi le poker, c'est plutôt le lundi ou le mardi. Ca tombe bien car pour les poker bloggers c'est un peu pareil et ils décident donc d'organiser des petits challenges ces jours là.

So, one of the key arguments in moving cannabis from class C to B was the concern that skunk would cause more psychosis. What is very regularly invoked in this debate is the precautionary principle, which is that, if you’re not sure about a drug harm, rank it high, make all drugs class A and get rid of the problem. To repeat what the former Home Secretary said, ‘We must err on the side of caution and protect the public.’ As this is protection from the known unknowns, at fi rst sight it might seem the obvious decision – why wouldn’t you take the precautionary principle? We know that drugs are harmful and that you can never evaluate a drug over the lifetime of a whole population, so we can never know whether, at some point in the future, a drug might lead to or cause more harm than it did early in its use. The precautionary principle is also an act of faith in deterrence, and this is one of the key issues for lawyers. However, it may end up doing more harm than one might assume.

Does deterrence impact on drug use? We don’t know. In fact, the outcome may be the opposite of that predicted. It may be that if you move a drug up a class it has a greater cachet. People think, ‘Oh, it’s interesting, maybe we should be trying it because it’s a class B or a class A rather than a class C.’ We don’t know. We also don’t know what drives the use of drugs in relation to classifi cation. More important, I think, the precautionary principle misleads. It starts to distort the value of evidence and therefore I think it could, and probably does, devalue evidence. This leads us to a position where people really don’t know what the evidence is. They see the classifi cation, they hear about evidence and they get mixed messages.

There’s quite a lot of anecdotal evidence that public confi dence in the scientifi c probity of government has been undermined in this kind of way. I will use MMR as an example of this process and the precautionary principle. People were concerned, on the basis of false science, that the triple vaccine might cause brain damage. This led to a reduction in vaccination uptake and now children are getting lung and brain damage from measles. In some circumstances, people accessed single vaccinations, which was more expensive, probably no safer, and in effect reduced the breadth of health protection across the community.

The precautionary principle with MMR has been clearly shown to be wrong – it has harmed more people than it has helped. So we need to be very cautious about simply invoking the precautionary principle in relation to drugs. Another very sad example is that of a young woman from the Shetland Islands who died of a heroin overdose. Why was she taking heroin? The problem according to her friends was that she wanted, like her friends and other teenagers to try cannabis. In this isolated community it was, however, much easier to get heroin, presumably because it has a higher unit price and is easier and more profi table to import than cannabis. This is something we should bear in mind. We don’t know how many deaths are caused by a failure of people to access drugs that are relatively less dangerous because more dangerous drugs are being made available. Making all drugs class A would be a logical conclusion of the precautionary principle, but would be a supreme mistake.

Budget focus shifts to state worker furloughs, higher cigarette taxes

State employees might have to take unpaid days off, and cigarettes smokers might face more taxes for cigarettes as the Legislature grapples with new ways to balance the state budget.

The budget is set to go before the Senate this morning, and the House is expected to take it up this afternoon, state Rep. Laura Bradford, R-Grand Junction, said Wednesday.

Legislators have to look anew at cuts because Gov. Bill Ritter on Wednesday took the assets of Pinnacol Assurance, the state’s largest carrier of workers’ compensation insurance, off the budget table, citing unanswered questions about the effects on taxpayers and Pinnacol policyholders.

Pinnacol had vowed to fight any effort to take its assets for use in balancing the state budget.

The Joint Budget Committee had sought to take $500 million from Pinnacol and use $300 million to fund colleges and universities.

Without money from the insurance company, new proposals suggested the Legislature could find $354 million by postponing a major water project, increasing tobacco taxes and cutting $187 million in spending, including reductions in medical-provider rates and requiring state employees to take 10 unpaid furlough days.

“Furloughs are a strong possibility,” said Rep. Steve King, R-Grand Junction.

“Nobody wants to cut the budget,” King said Wednesday, “but we need to have the fiscal resolve to step up and shrink government.”

House Republicans have a list of cuts they wish to offer, Bradford said.

“We have a little here and a little there,” she said, including some reductions as small as $100,000. “That’s a lot of work” going through spending plans to find reductions, she said.

Bradford said she worried that one cut to be recommended by the Joint Budget Committee was halving the $5 million tourism budget. “We did not think they would go there,” she said.

Ritter has questioned whether taking Pinnacol’s assets was legal, or whether it was the right thing to do, but didn’t intercede as the plan moved through the Senate and a House committee.

“Finally, in the 11th hour, my Democratic friends realized that the Legislature is going to have to make some tough choices,” said state Sen. Josh Penry, R-Grand Junction. “No one relishes cutting budgets, but it’s what these tough times require.”

Moi je suis du genre à mettre 3 heures, des jours, des années (euh non peut être pas quand même!)....à choisir une paire de lunettes, alors j'en essaye des dizaines: je change de look, de couleur, de forme toutes les secondes. Je me marre quoi ;-) et bien avec la nouveau concept qu'a développé Ray ban, tu peux faire tout pareil de ton lit sans bouger de chez toi grâce au Virtual Mirror!! Have a look...

Tout compte fait, je sais pas si je ne préfère pas flâner dans les rues de Paris à la recherche de la paire idéale...plutôt que de rester au lit! A voir...en tout cas je trouve le concept pas mal du tout.

Je le voulais, ils l’ont fait.

Depuis le 1^er Octobre, la marque préférée d’une génération s’est dotée (enfin) de sa boutique en ligne

Mères et Filles, modèles transgénérationnels, du must-have aux capricieux « je veux çaaaaaa », des premières mailles impeccables -basics renouvelés toujours désirés- aux fashion touch sur chaque saison, les tonalités sourdes, les matières profondes... Le Comptoir des Cotonniers alimente nos désirs depuis 1995.

J’ai eu des dizaines de gilets des Comptoirs des Cotonniers, ceux vaporeux comme une mousseline, incroyables sur la peau comme un tissu liquide, qui m’accompagnaient de la plage à la boîte de nuit, ceux qui ressemblaient à des twin-sets courts, austères, étriqués sur des petits bateaux blancs immaculés, ou enfin des crèmes et des champagnes, longs et lourds comme des plaids d’Irlande qui enroulaient ma silhouette d’Hiver.

Et doucement, je suis devenue maman, et la marque aussi.

Astucieusement, sur quelques modèles intemporels et pointus, elle se dote d’une collection enfant. Mais ne vous fiez pas aux coupes sages, ou apparemment simples, car chaque vêtement cache des détails précieux, des tissus soyeux.

Une de mes robes préférées, une merveille au tricoté plissé soleil, avec un volume à godets et les manches bouffantes ! A porter comme sur la photo seule avec des salomés (celle d'Annette nan?), ou à faire blouser sur un legging laine, petit manteau d'officier (jacadi en rouge), ou trop mode sous un gilet fausse fur.

Le trompe-l'oeil qu'on aime toutes (100% laine pour la partie pull), revisité avec des manches raccourcies, et des plis supers féminins sur le plastron. Pour un porté plus facile, plus school, remplacez les salomés par des converses/springcourts.

Et ma préférée, la vraie robe d'hiver, ample, aux plis larges mi-coton mi-laine, belle, gracieuse, culte déjà. Tout lui va, le jean, le legging, le collant cotelé, rien ou juste des longues chaussettes, un gros bonnet et une longue écharpe mousse.

1. Mise en place de l'outil collaboratif

Thibaut a ré-installé la plate-forme MOODLE sur le serveur. Il reste néanmoins une importante refonte graphique à effectuer (qui sera réalisée suite à l'élaboration de la charte) et divers dysfonctionnements à régler (cf. message précédent). 2. Planification et cahier des charges

Matthieu, Julien et Sébastien se sont occupés de lister les tâches et d'organiser le travail. Ils ont ainsi pu réalisé avec Microsoft Office un GANTT. Ils ont eu ainsi tous les éléments pour réaliser le cahier des charges. Ces deux documents (planification et cahier des charges) seront mis en ligne dès qu'ils auront été "chartés".

3. Charte graphique

Sylvain s'est occupé de l'apparence du blog et a donc fixé une charte graphique qui sera appliqué et sur ce blog et sur les différents livrables (cf. message précédent).

J’évoquai dans la toute première note de ce blog ma collaboration chez FJM entre janvier et septembre, collaboration brusquement interrompue par le dépôt de bilan de l’entreprise, qui m’a un peu sonné à l’époque. Et bien une bonne nouvelle est arrivée : deux des titres phares d’FJM préparent leur retour, à savoir Gameplay RPG et RPG Online, avec une grande partie de l’ancienne équipe aux commandes. Bien entendu, j’aurais aimé que cette renaissance concerne également mes titres de prédilection, à savoir Consoles News et Gameplay, mais ce n’est malheureusement pas d’actualité. Ceci dit, j’ai hérité de quelques pages dans le prochain numéro de RPG Online, auxquelles je vais m’atteler avec toute la passion nécessaire, même si la machine est difficile à remettre en route. Au passage, bon courage à Christophe pour mener ces deux projets à bien.
